In this scene from the Jimmy Justice documentary, a civilian tells Jimmy that the fascist government of New York City instructs its officers to write as many summonses as possible to raise revenue for the city.They look for every petty nonsensical offense and find a way to cash in by writing tickets.
"Whenever we do something wrong, they are waiting to write us a ticket.But what about when they do something wrong.Who watches them ?"
What hurts more than recieving a summons is watching the traffic enforcement agent who wrote it to you commit the exact same violations with his official vehicle.
