Tom Carper (D-Del.) went on MSNBC's "Jansing and Co." to discuss the Postal Service's rapidly deteriorating financial situation, while calling on the U.S. House of Representatives to pass postal reform legislation. The Senate passed a bipartisan postal reform bill in April, but the House has yet to act.
