This video shows how the audio is coupled to the visibility. A bot is standing with a railgun (which makes the woooh noise). The visibility is precomputed on each map based on portals and geometry, so from certain areas, other areas are not rendered. Entities in such areas are also ignored, hence the lack of sound.
