Edward lives under a freeway overpass in New Orleans. A train cut off his arm when he was 11. Edward has been on and off the streets ever since.
Edward tells me he can collect disability, but he lost his ID so he hasn't had a check for 3 months. He survives by "flying a sign" on the exit ramp.
In his own words Edward says he's "messed up"! He has HIV and hepatitis A, B and C. Edward says he has been to every hospital in New Orleans at least 6 times. After each hospital stay, Edward is discharged right back to homelessness - where his health gets worse, and eventually he goes back into the hospital. Who do you think pays for all the emergency services and hospital costs?
