Fat has minerals, vitamins, proteins, and tiny drops of suspended fat in it aside from water. Fats and proteins are sensitive to their surroundings and when you add in soap the weak chemical balance that proteins and fats have is changed. Then its a colorful molecules free for all. With soap forming clusters that distribute the fat in the milk everywhere.
Another possibility is that milk is mostly water and has almost the same surface tension. Food coloring drops stay on the top without moving but when you add soap, it destroys the surface tension, sending the color everywhere.
