During congressional testimony in 2013, Navy Adm. James Winnefeld tells lawmakers about sexual assault cases that military commanders insisted on taking to trial after civilian prosecutors refused to. He listed the cases to warn lawmakers against approving a Senate bill that he said would result in fewer prosecutions. An Associated Press investigation has since found that the Pentagon misled Congress with inaccurate and vague information about the cases that portrayed civilian law enforcement officials as less willing than military commanders to punish sex offenders.
