Las TIC es un tema transversal que ya viene siendo utilizado por un serie de sectores o hay otros que han anunciado que los van a utilizar. Pero para llevarlo de forma ordenada y eficiente se necesita institucionalidad. Así lo aseguró el viceministro de Comunicaciones, Carlos Valdez, en entrevista con la Agencia Andina.
