If you look up, at your screen, at an angle, you may see snow, (visual noise) on the white background.
This is only on some recent operating systems.
Vista is visually, brighter than Windows7, because this interference is NOT in Vista, or XP, or ME, or Win98 or...
It is also in recent distributions of Linux, too.
