Representative Patrick Sheehan introduces House Bill 4090, which would have allowed property owners within the urban growth boundary to connect to water and sewer if their own district was unable to provide those services. This would have created hundreds of jobs over the next decade in Portland and Oregon City, where planned development has been stopped by political barriers. The bill passed out of the house 31-29, and was immediately killed by the Senate Environment and Natural Resources Committee Chair upon referral.
