Normally KMPlayer will play 60 frame/second videos at only 30 frames/second.
This solution requires a somewhat decent video card (not an old onboard one)!

Tested and working on:
-Windows XP, 7, 8
-KMPlayer version 3.0; 3.5. (not working on 3.6!)

To show all the 60 frames, try this:
1. Install a small software (Haali Media Splitter).

2. Make a few adjustments in KMPlayer.
3. KMPlayer is ready to play videos that were recorded at 60 frames per second.

PS. if you press TAB in KMPlayer, the video info appears, and in some cases will show a frame-rate of only 29.9, but the video will be played at 60 fps.

When autoplay is enabled, a suggested video will automatically play next.
