There are many styles of knitting, and all of them are correct --IF they produce standard out put. Commonly, "garter stitch" is worked by Knitting every stitch, every row, but PURLING every stitch, ever row, will produce an identical fabric.
So, it is perfectly correct to create garter stitch this way. There are several ways to produce a knit stitch, (or a purl stitch). All are correct if the stitches created are.
