In 2003 at NASA's, LEEIF facility at NSSTC, we performed high voltage experiments in vacuum using Asymmetrical capacitors. The goal was to see if a force persisted in these devices even in the absence of a suitable working mass. The preliminary results showed that a force was present even at pressures as low as 9x10^-7 Torr. These results while positive were viewed as only preliminary. Additional experiments were planned but never conducted. In Late 2009, a new series of experiments were conducted, which were conclude in February 2010 with a new generation of test device. The results of those test will be made public after submission to the party that commissioned the study. Experiments in this new series, were far more rubust and carefully planned than the 2003 experiments and have yielded a large body of data on the observed force effect, that is inconsistent with any contemporarily known force phenomenon. We can't prove what it is, but we can prove what it is not.
