I don't think the swimmers underneath need to be cut at all. You are releasing the tail meat from the shell and piggy backing it on top for this video.
Good question kind sir. Leaving the shell on will add flavor to your dish but force your guests to remove it before eating. Having the shell on for grilling purposes is also great for keeping the shrimp from getting too rubbery.
