In just two weeks, the APEC Leaders Meeting will be held in Gyeongju, Gyeongsangbuk-do Province.
As preparations to welcome the heads of state reach their final stages, thorough on-site checkups are underway.

In Gyeongju's Bomun Tourist Complex, final on-site checks are underway to prepare to welcome heads of state from various countries. 
The APEC Leaders Meeting will be held at the Gyeongju Hwabaek International Convention Center. 
Most of the construction work for the main facilities, such as the conference and banquet halls, and the media center, has been completed. 
Currently, final preparations are being made, including installing furniture and equipment. 
The organizers are especially focusing on dining areas, accommodation, and transportation, as these will leave an impression on the representatives of participating countries.

Prime Minister Kim Min-seok has visited Gyeongju six times since taking office.
Gyeongsangbuk-do Province Governor Lee Cheol-woo conducted an inspection yesterday, checking everything from air quality in the accommodation to shuttle bus arrangements, ensuring every detail is addressed.
Since security is a top priority with world leaders, including U.S. President Donald Trump and Chinese President Xi Jinping attending, a 24-hour security and safety operations center has been set up, involving the National Intelligence Service, the military, police and fire departments, and the Coast Guard.
All routes from the airport to the event venues for the heads of state have been subject to practice runs to ensure everything moves smoothly.

During the meeting, after sunset, the Bomun Tourist Complex will shine brightly with newly designed scenic lighting. 
Around Bomun Lake, large-scale 3D projection mapping and laser light shows will take place alongside symbolic APEC sculptures. 
Additionally, footpaths near the leaders' accommodation will be lit with golden lights, reflecting the image of Gyeongju as the &quot;City of Gold.&quot;


The APEC Leaders Meeting, last held in Korea twenty years ago, will kick off in Gyeongju in just two weeks.

Now onto the recent string of crimes targeting Korean nationals in Cambodia.
Cambodian Prime Minister Hun Manet expressed regret and condolences over the recent death of a Korean national in his country and promised cooperation for the safety of Korean nationals there.

According to South Korea’s foreign ministry, Prime Minister Hun Manet expressed deep regret over the recent deaths of South Korean nationals in Cambodia and pledged to step up efforts to protect Koreans and apprehend suspects still at large. 
Second Vice Foreign Minister Kim Jin-a spoke with Hun on Thursday and conveyed Seoul’s grave concern over the ongoing job-scam and kidnapping cases targeting Korean nationals.
She also urged the Cambodian government to take stronger action to eradicate online scam crimes and protect South Koreans in the country.

Kim emphasized the importance of the new Korea-Cambodia Joint Task Force on Scam Crimes and called for Phnom Penh’s cooperation in swiftly repatriating detained Koreans.
She also requested continued support in sharing investigation records and autopsy results related to the Korean national found dead on Bokor Mountain in August, and in expediting cremation and repatriation procedures.

Earlier that day, Kim met with the Secretary General of Cambodia’s Online Scam Response Committee, agreeing to step up cooperation to protect Korean nationals and advance plans for a joint task force.
The delegation later toured a former major scam site to assess conditions and hear briefings on Cambodia’s enforcement efforts.

At a briefing on the same day, National Security Adviser Wi Sung-lac said that the government will mobilize all possible means to protect Korean nationals in Cambodia and ensure the swift repatriation of those who have been detained.

Wi said the government will also strengthen international cooperation to root out the scam job industry, which he described as a &quot;massive organized operation&quot; involving some 200,000 people across multiple countries.

&quot;We will work not only with Vietnam and Thailand but also review all 190 overseas missions to identify potential threats, while strengthening cooperation with the United States to root out transnational crime networks.&quot;

He added that plans are also under discussion to trace and confiscate profits gained from these scams through international cooperation.

Domestically, Wi said the government will tighten oversight of online job postings that lure Koreans abroad, strengthen prevention and monitoring mechanisms, and pursue legal action against those linked to transnational scam rings.
According to officials, roughly 1,000 Koreans are believed to be caught up in so-called job-scam networks across Cambodia.
Among the detained are around 60 Korean nationals, whose repatriation Wi said, remains the government’s top priority.

The Korean economy continues to face weak growth in overall production, largely attributed to a contraction in the construction sector, but the general trend for consumption appears to be improving.
Our correspondent Moon Ji-young explains.

The state-run Korea Development Institute has maintained its previous assessment for the South Korean economy, citing the ongoing sluggishness in construction investment and the gradual easing of the economic downturn, primarily driven by consumption.
The assessment comes from the KDI's latest monthly economic green book, released on Thursday.

Overall production growth remained subdued, largely attributable to declining investment across various sectors.
Industrial output in August remained unchanged from the previous month.
This sluggishness is particularly evident in the construction sector, where investment has continued its sharp decline.
Construction output fell by 6-point-1 percent year-on-year, marking 16 consecutive months of contraction.
Facility investment is also undergoing a period of adjustment, while manufacturing investment remains relatively subdued.

However, consumer spending is showing a gradual easing of its slowdown, with the underlying trend of improvement persisting.
While overall retail sales saw a temporary dip in August following robust spending in July, seasonally adjusted figures still indicate a modest recovery, supported by factors such as falling market interest rates and the ongoing government policy measures.

Meanwhile, global trade uncertainty remains elevated, posing downside risks to the export-driven economy.
High tariffs on Korean motor vehicle exports to the U.S. notably remain in place, further contributing to these challenges.
This comes as China announced plans to tighten export controls on rare earths, and the U.S. signaled potential additional tariff increases on Chinese goods.

The capital area welcomed more pleasant autumn weather this morning under clear skies, then more clouds moved in this afternoon. However, the rain hasn't entirely left the country. Eastern regions and Jeju are forecast to get on-and-off spotty rain through tonight. Then another band of rain will return from the western regions late on Friday night.
But it will be rather cloudy tomorrow in most parts with a glimpse of morning sunshine in the capital area. Starting off the day with temperatures similar to today's in most regions hovering in the upper teens but warmer on Jeju at 23 degrees.
Then clouds will keep the warmth in the afternoon, getting up to 24 degrees Celsius in Seoul and Daegu. Daejeon at 25 degrees.
Showers that arrive late tomorrow will cover much of the country through Saturday. Once they clear, colder air will rush in bringing late autumn to Korea. With that in mind, here's a look at the international weather conditions.

U.S. President Donald Trump is expected to pay a two-day state visit to South Korea starting October 29th for the APEC Leaders' Meeting later this month, a visit that will likely include summit talks with President Lee Jae Myung.
Yoon Jung-min starts us off.

U.S. President Donald Trump is expected to visit South Korea from October 29th to 30th in time for the APEC Leaders' Meeting in the city of Gyeongju.
That's according to South Korea's National Security Adviser Wi Sung-lac on Thursday, adding that a South Korea-U.S. summit is expected during that time, when asked about the issue.
He declined to further comment, saying a change in schedule is possible.

When asked about the possibility of a meeting between Trump and North Korean leader Kim Jong-un around that time, the security adviser said he had no knowledge on the matter.
In 2019, Trump met Kim at the DMZ, four months after their summit fell apart in Hanoi.

On a U.S.-China summit, Wi said Trump could meet his Chinese counterpart Xi Jinping during his stay in Korea, without giving further details.

Talks are reportedly in the final stages to invite the leaders of the U.S. and China to South Korea later this month in the form of a state visit, and according to diplomatic sources, bilateral talks with President Lee Jae Myung are being arranged.
Lee is expected to meet Trump on the 29th, and Xi on the 30th.

The upcoming APEC meeting comes at a time of growing uncertainties in global politics and trade, amid a tug-of-war trade talks between Seoul and Washington, as well as heightened trade tensions between Washington and Beijing.

Today is World Food Day, a day to recognize the fundamental right to food and to raise global awareness of the growing threats to food security.
Around the globe, nearly 800 million people are going hungry — not because there isn’t enough food, but because access is increasingly fragile. 
Climate change, armed conflict, and inflation are all reshaping how food is produced, priced, and distributed.

1. So in light of World Food Day today, the issue of food security seems more urgent than ever. 
How would you assess the current state of global food security?

2. Focusing in on the humanitarian impact, in some regions, the crisis is a matter of life and death. Director Lee, what has led to the WFP’s decision to cut food aid to Somalia by more than two-thirds? and what does this say about the state of international responsibility?

3. Looking at the root causes, Climate change is now shaking the very foundations of how we produce and access food — what are the most critical ways it’s destabilizing food systems, beyond just droughts and floods?

4. Bringing the focus to Asia, South Korea, too, is feeling the impact firsthand — the drought in Gangneung was a clear example.
These extreme climate events are also observed in many other parts of Asia. 
From a food security standpoint, what concerns does these raise?

5. On the consumer side, skyrocketing produce prices are no longer just numbers — with sharp price spikes in staple crops like napa cabbage, lettuce, spinach, and tomatoes, are these price shocks temporary, or do they reflect deeper, longer-term instability in global food systems?

6. To solve this, the Korean government has introduced various measures to build resilience — from climate-adaptive farming to smart agriculture, but from a global food security perspective, what are the most effective strategies that should be applied globally?

7. Going beyond borders, what kind of international strategies and coordination models are needed now to secure food systems in an era of climate disruption?

8. What is the role of the WFP Korea Office in addressing food crises in developing countries, and what are the plans for your future initiatives?

Tariff negotiations between South Korea and the U.S. appear to be reaching its final stage, with officials from both sides hinting a deal is imminent. 
Additional Negotiators from Seoul are joining their economic chiefs in Washington to iron out the remaining trade details this week.
Our Moon Hye-ryeon has this report.

Top South Korean officials expressed a positive outlook on trade talks with Washington ahead of follow-up negotiations.
Speaking to reporters at Incheon Airport on Thursday, Kim Yong-beom, Presidential Chief of Policy, shared his views on recent U.S. commentary signaling that negotiations are coming to a close.

“With the U.S. Treasury and Commerce departments communicating together more closely than before, we are viewing this positively.”

Kim Jung-kwan, Minister of Trade, Industry and Energy, added that details are still being finalized, but “misunderstandings” have been largely resolved.
He also stressed that negotiations must meet national interests.


&quot;I believe it is far more important that any outcome aligns with our national interests and the understanding of our citizens.&quot;

The South Korean delegation including Finance Minister Koo Yun-cheol already in Washington for the G20 Finance Ministers Meeting will be visiting the U.S. Office of Management and Budget on Thursday local time.
This follows remarks from U.S. President Donald Trump, who said that South Korea “signed a deal” to make an upfront payment to invest in the United States.
Speaking to reporters at the White House on Wednesday local time, Trump added that Japan pledged 650 billion U.S. dollars and South Korea 350 billion.
In reality, Japan’s investment commitment stands at 550 billion dollars, and Seoul has already pushed back on the idea of a direct cash payment, warning it could trigger financial instability.
U.S. Treasury Secretary Scott Bessent remarked that he expects &quot;something&quot; from trade talks with Seoul to come within the next 10 days as they are in the process of &quot;ironing out the details.&quot;
When asked whether the U.S. is willing to offer South Korea an unlimited currency swap, he drew a line, saying it is a matter for the Federal Reserve.
However, he added that if he were the Fed Chair, South Korea would already have a &quot;currency swap facility&quot; similar to Singapore’s.

South Korean stocks extended their record-breaking rally on Thursday with the benchmark KOSPI closing above 3-thousand-700 points for the first time.

South Korea's benchmark KOSPI closed past the 3-thousand-700 mark for the first time on Thursday, extending its record-breaking rally.
The KOSPI opened at just over 3-thousand-6-hundred-75 points, up zero-point-51 percent from Wednesday's close. 
It then broke the 37-hundred mark during the morning and closed at over 3-thousand-7-hundred-48 points, a 2-point-49 percent increase since Wednesday's close. 
Samsung Electronics shares also hit an all-time intraday trading high, surpassing the 97-thousand Korean won mark during the day to close at 97-thousand-7-hundred won, also a record high.
According to the Korea Exchange, Samsung Electronics last recorded an intraday all-time high more than four years ago, on January 11, 2021, when it reached 96,800 won.

&quot;Foreign investor sentiment toward the semiconductor sector has strengthened significantly. Many are taking a bullish view that, while the previous semiconductor cycle typically lasted around three years, this one could continue through 2033.&quot;

South Korea's automobile giants, Hyundai Motor and Kia Corporation, also saw a strong performance on Thursday. 
The two stocks rose by 8-point-28 percent and 7-point-23 percent, respectively. 
Despite a previous sluggish stock performance due to high U.S. tariffs on South Korean automobiles, investors are betting on hopes that tariff negotiations with the U.S. could enter their final stages.

&quot;I think today’s gains in auto stocks largely reflect optimism over trade negotiations between South Korea and the U.S. 
Now the KOSPI is past 3-thousand-700, investors are eyeing whether the index could reach 4-thousand before the year's end.
The KOSPI continues to rally on government policy support, improving investor sentiment, and optimism over third-quarter earnings, raising expectations that the momentum could carry through the months ahead.

President Lee Jae Myung is calling for a paradigm shift in South Korea's regulatory approach, again emphasizing that cutting red tape is key to the country's economic recovery.

&quot;The world has become too complex and changes too fast for civil servants to decide what should be allowed or not.
Unless there's a clear problem, we should move toward a principle of permitting first rather than restricting.&quot; 

The President made the remarks on Thursday while presiding over his administration's second open debate on regulatory reform. 
The debate focused on easing restrictions in biotech, energy, and culture. 
Industry leaders pointed to South Korea's lengthy drug approval process, which takes about 4-hundred-20 days on average. 

 
&quot;Speed matters in every industry, but in biotech, it's directly tied to people's lives, and to patents that drive innovation and profit.
We need more qualified reviewers at the Ministry of Food and Drug Safety.&quot;

In response, the ministry plans to add 300 new reviewers and speed up the process, aiming to cut the approval time to under 240 days. 

In the energy sector, the government will streamline import procedures for recycled resources like used batteries and lower the 3-percent import tariffs next year.
This is to secure key minerals such as lithium and rare earths, a move already pursued by major economies like the U.S. and Japan.

On the cultural front, debate explored ways to revive South Korea's struggling film industry, hit hard by the rise of streaming services. 

&quot;We urgently need an emergency injection of government funds to resuscitate our film industry.
Once capital starts circulating, producers will have more choice, and major films can return to theaters.&quot;

For that, a fund worth 7-hundred billion-won, or around 5-hundred-million dollars, will be set up next year to support local productions while expanding tax credits for film companies.


&quot;Aiming to shift the government's role from a regulator to a growth partner, more industry-specific discussions and deregulation measures are expected to follow once the presidential committee on regulatory reform is launched.
