   <media:description>The new role for national audit bodies of checking the legality and regularity of spending under the Common Agricultural Policy (CAP) is a positive step, but the current framework set up by the European Commission has significant design weaknesses, according to a report from the European Court of Auditors. 

The auditors examined the framework set up to enable national Certification Bodies to form their opinions in line with EU regulations and international audit standards. They make a number of recommendations for improvement, to be included in new Commission guidelines due into force from 2018.

Youth unemployment is not a new phenomenon, and several EU Member States have experienced extremely high levels for many years. The 2008 economic crisis has increased the difficulties faced by young people in trying to access the labour market. While the situation has improved recently, more than 4.2 million people in the EU under the age of 25 were still unemployed at the end of June 2016.
 
The aim of the conference is to consider whether EU schemes are actually delivering results in the labour market and whether they are providing appropriate support to young people. 

High-level experts from the EU institutions, practitioners and representatives of young people and employers, as well as other public and private stakeholders, will exchange views and ideas regarding the EU’s youth employment schemes and reflect on ways forward for measures to boost youth employment. They will also draw on the conclusions presented in the ECA's Special Report – &quot;Youth unemployment – have EU policies made a difference? An assessment of the Youth Guarantee and the Youth Employment Initiative&quot;​.</media:description>

   <media:description>The EU Youth Guarantee, which aims to help young people without jobs, training or education, has made limited progress, and its results fall short of initial expectations, according to a special report by the European Court of Auditors.

Under the Youth Guarantee, Member States should ensure that all young people receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of leaving school or becoming unemployed. In addition, the European Council established the Youth Employment Initiative to increase support for those regions and individuals struggling the most, with a budget of €6.4 billion.

The auditors visited Ireland, Spain, France, Croatia, Italy, Portugal and Slovakia. These Member States had made some progress in implementing the Youth Guarantee, and some results had been achieved. However, none had ensured that all those not in employment, education or training had the opportunity to take up an offer within four months.

Youth unemployment is not a new phenomenon, and several EU Member States have experienced extremely high levels for many years. While the situation has improved recently, more than 4.2 million people in the EU under the age of 25 were still unemployed at the end of June 2016. 

One of the most significant EU initiatives to address this issue is the Youth Guarantee, under which Member States are meant to ensure that all young people under 25 are offered good quality employment, further education, apprenticeships or traineeships within four months of leaving school or becoming unemployed..
 
In addition, the European Council has agreed to establish the Youth Employment Initiative, with an approved budget of 6.4 billion euro (3.2 billion from a specific new EU budget line to be matched by 3.2 billion euro from ESF national allocations) to increase the EU financial support available to the regions and individuals struggling the most with youth unemployment and inactivity.

Financial instruments are increasingly used to provide support from the European Union budget through loans, guarantees and equity investments.

Under certain conditions, they may represent a better way to spend public money as they offer two specific benefits: mobilising additional private and public money to complement initial public funding and re-using the same funds over several cycles.

The conference will draw on the conclusions of the recent ECA Special Report – “Implementing the EU budget through financial instruments – lessons to be learnt from the 2007-2013 programme period&quot;.

It will offer a platform for exchanges of views and ideas between high-level experts from the EU institutions, practitioners and other public and private stakeholders.

Ultimately, the objective of the event is to consider how financial instruments can best be used to provide financial support from the EU budget.

Speakers and panellists will discuss questions such as “how to implement financial instruments at a reasonable cost”, “how to attract capital from the private sector in a successful manner” and “how to ensure the revolving effect of these instruments”.

Experts will also exchange ideas on ways forward for financial instruments through the EFSI and the SME initiative.
