Talk by Brian Wynne [Lancaster University] at the Joint Research Centre as part of the STS “Contro Corrente” series of seminars. 18th May 2017 Responsible Research and Innovation, RRI, has become a pillar of European R&D&Innovation, as is immediately apparent from its presence for example in Horizon 2020, its guidance and CfP texts. Despite its conceptual birth within and close to the EC's Directorate-General for RTD, and a substantial effort to give it practical force in R&D and innovation cultures, after several years' promotion and broadly sympathetic debate, its principles remain legitimate abstractions rather than practical descriptions of EU and member-state RDI, indeed even more so when we consider global RDI in all its variety. Was the original idea just too naively idealist and unrealistic? It is difficult to hear anyone claiming or proposing to do irresponsible research and innovation; yet it is also clear that research and innovation remain a long way from the honourable – and maybe essential - goals this programme has laid out. In this paper I will introduce some examples from both global and EU research science to show how political-economic commercial forces bear down on and shape scientific research, including a domain which has been neglected in RRI analysis and discussion, namely (what is claimed to be) scientific regulation of the products of scientific research. The realisation of a fully connected Digital Single Market will require modern public administrations that embrace digital technologies when designing and delivering public services. The goal is for citizens to have easy, trusted, and seamless access to the services they need, whenever they need them, and independently of their geographic location. The aim of the charter would be to outline the principles and actions that would help citizens in the European Digital Single Market save time, money and effort when dealing with administrative matters in the future. A digital charter would benefit citizens by providing guiding principles on the quality of digital public services in the EU. This lecture presents the main results from a 6-month research project investigating recent developments in targeting political advertising and other advocacy material at specific sub-groups of citizens via social media tools. The research project looked in particular at the so-called “psycho-targeting” of material based on the psychological profile of particular social media users. However, the lecture also considers the widespread use in recent prominent political campaigns of more “conventional” forms of profiling via: “community-building”, (demographic) “targeting” and then “re-messaging” the most effective advocacy material. The lecture begins by discussing the scientific underpinnings of these various techniques before examining particular methods that have been developed in the field.
