‘Mission Nirmal Bangla’ promotes community ownership to achieve universal access to toilets and its use by everybody with the ultimate objective of Open Defecation Free Rural West Bengal. Mission Nirmal Bangla is the customized version of the national Swachh Bharat Mission (Gramin). The State Mission actually pre-dates the national Mission as the activities under Mission Nirmal Bangla started much ahead of the overhaul in the national programme for sanitation. Under the Mission, West Bengal Government seeks to achieve universal access to sanitation in the villages. Toilets are constructed for the households, in institutions Schools, Anganwadi Centres and at places of public congregation. Mere construction of toilets cannot achieve ODF. Thus, the Mission focuses on complete churning in the villages through a series of participatory measures. The goal is to facilitate development of an environment of cleanliness where there is no open defecation and the wastes are properly disposed of.
