<?xml version="1.0" encoding="utf-8" ?><transcript><text start="1.76" dur="6.24">this mural is one of thousands in</text><text start="5.1" dur="2.9">Philadelphia</text><text start="8.86" dur="5.83">they&amp;#39;re in yuppie Rittenhouse Square and</text><text start="12.139" dur="6.991">working-class fish town near the Liberty</text><text start="14.69" dur="7.89">Bell and in West Philly - why does</text><text start="19.13" dur="5.04">Philly have so many murals and how did</text><text start="22.58" dur="3.359">they make it happen it&amp;#39;s not just</text><text start="24.17" dur="4.92">because they&amp;#39;re pretty though they are</text><text start="25.939" dur="7.231">that murals aren&amp;#39;t paintings but tools</text><text start="29.09" dur="7.26">that create wealth employ people and can</text><text start="33.17" dur="5.2">help reimagines any city one wall at a</text><text start="36.35" dur="5.21">time</text><text start="38.37" dur="3.19">[Music]</text><text start="43.78" dur="5.169">at broaden Spring Garden you&amp;#39;ll find</text><text start="46.43" dur="4.44">Meg&amp;#39;s salad men&amp;#39;s common threads across</text><text start="48.949" dur="5.161">the street from that near-great</text><text start="50.87" dur="5.79">you&amp;#39;ll find this humble pole this is</text><text start="54.11" dur="5.4">kind of the thing that started Philly&amp;#39;s</text><text start="56.66" dur="5.179">obsession with murals graffiti it was</text><text start="59.51" dur="4.92">all like an unknown world to me and</text><text start="61.839" dur="3.25">anyway but it was also like super</text><text start="64.43" dur="2.97">exciting</text><text start="65.089" dur="4.741">Jane golden founded Billy&amp;#39;s mural arts</text><text start="67.4" dur="5.1">program she came to Philadelphia from LA</text><text start="69.83" dur="5.55">where she&amp;#39;d painted more than 50 murals</text><text start="72.5" dur="4.979">she was hired in the 1980s to work as a</text><text start="75.38" dur="5.58">part of mayor Wilson goods anti graffiti</text><text start="77.479" dur="6.271">Network people saw graffiti as a plague</text><text start="80.96" dur="5.189">so the idea was to stop graffiti by</text><text start="83.75" dur="4.5">recruiting graffiti artists to make</text><text start="86.149" dur="4.051">murals he had met me back then my</text><text start="88.25" dur="5.94">colleagues have been baby rock and nice</text><text start="90.2" dur="5.76">and cool and disco duck it was like it</text><text start="94.19" dur="3.84">was unbelievable it was it was so great</text><text start="95.96" dur="4.68">I like fell in love with Philadelphia</text><text start="98.03" dur="5.19">through the eyes of young people and</text><text start="100.64" dur="3.81">community leaders here&amp;#39;s dr. J in a suit</text><text start="103.22" dur="3.569">he looks good</text><text start="104.45" dur="5.16">right when this mural was painted in</text><text start="106.789" dur="6.541">1990 people were certain it would be</text><text start="109.61" dur="6.75">defaced with graffiti when it wasn&amp;#39;t it</text><text start="113.33" dur="5.519">proved an anti graffiti strategy murals</text><text start="116.36" dur="5.28">could serve as an artistic shield</text><text start="118.849" dur="5.97">against vandalism that&amp;#39;s become a model</text><text start="121.64" dur="4.86">for lots of cities nationwide at the end</text><text start="124.819" dur="4.83">of the day it was like the perfect</text><text start="126.5" dur="6.39">vehicle to really move these kids from</text><text start="129.649" dur="5.071">where they were to another point without</text><text start="132.89" dur="4.17">being like a fascist or a dictator or</text><text start="134.72" dur="4.98">too prescriptive but for Philly to grow</text><text start="137.06" dur="5.67">into a city with thousands of murals it</text><text start="139.7" dur="4.679">took a total transformation not just for</text><text start="142.73" dur="5.46">the city but for the program that</text><text start="144.379" dur="6.451">covered it two murals need money mural</text><text start="148.19" dur="4.35">arts scrambles to get it that was the</text><text start="150.83" dur="3.72">case with common threads when Meg</text><text start="152.54" dur="5.699">Seligman approached Jane Gould and with</text><text start="154.55" dur="4.86">an idea she could view a funding and I</text><text start="158.239" dur="3.601">was like me not really</text><text start="159.41" dur="3.99">I said behind funding she said really</text><text start="161.84" dur="3.55">and I was like yeah so she said okay</text><text start="163.4" dur="4">well guess what I got a grant from</text><text start="165.39" dur="4.8">National Endowment of the Arts was a</text><text start="167.4" dur="5.04">grant for however much money okay that&amp;#39;s</text><text start="170.19" dur="4.379">that will be our start so I went and I</text><text start="172.44" dur="4.11">found some money from the city and we</text><text start="174.569" dur="3.691">put that in a pot then we applied to a</text><text start="176.55" dur="3.45">few little foundations and we got some</text><text start="178.26" dur="4.26">grants and then we trust&amp;#39; raising money</text><text start="180" dur="4.32">and run out of money and then it would</text><text start="182.52" dur="3.36">be like half way we&amp;#39;d be like oh my god</text><text start="184.32" dur="3.33">we&amp;#39;ve been raising more money and I</text><text start="185.88" dur="3.66">remember we like got further down then</text><text start="187.65" dur="3.78">further down the wall and then finally a</text><text start="189.54" dur="3.57">river guide cheney&amp;#39;s working the</text><text start="191.43" dur="4.2">Philadelphia Foundation he had a check</text><text start="193.11" dur="4.26">for us for $5,000 and he drove up to the</text><text start="195.63" dur="3.81">loaners and here&amp;#39;s your check and allow</text><text start="197.37" dur="4.89">this definition sir hold it that</text><text start="199.44" dur="5.49">scramble was only possible because in</text><text start="202.26" dur="5.55">the mid 90s mural arts restructure to</text><text start="204.93" dur="5.43">use both public and private money the</text><text start="207.81" dur="4.95">organization brings in an average of $1</text><text start="210.36" dur="4.379">15 private funds for every dollar it</text><text start="212.76" dur="3.9">gets from the city I think our key</text><text start="214.739" dur="4.591">ingredient is a leveraging of public and</text><text start="216.66" dur="5.37">private funds because without those</text><text start="219.33" dur="5.34">sectors at work we would do less work</text><text start="222.03" dur="5.67">and I think having the long term support</text><text start="224.67" dur="5.31">of the city has really ensured our</text><text start="227.7" dur="4.59">longevity that means that get city perks</text><text start="229.98" dur="5.31">like the historic building that&amp;#39;s home</text><text start="232.29" dur="5.25">to the program but it also seeks private</text><text start="235.29" dur="4.77">dollars to pay for more artists and</text><text start="237.54" dur="5.22">materials and that money doesn&amp;#39;t just</text><text start="240.06" dur="9.36">change a city&amp;#39;s colors it changes its</text><text start="242.76" dur="9.15">character too let&amp;#39;s say you don&amp;#39;t care</text><text start="249.42" dur="5.879">about theater of life on Lombard abroad</text><text start="251.91" dur="6.03">or one world just over on 16th the walls</text><text start="255.299" dur="4.891">are just part of the program murals can</text><text start="257.94" dur="4.68">boost property values in combat blight</text><text start="260.19" dur="5.16">that common threads building today it&amp;#39;s</text><text start="262.62" dur="6.09">being marketed as the mural lofts</text><text start="265.35" dur="6.12">people see those murals too in 2014</text><text start="268.71" dur="5.94">tours of the city brought 15,000 people</text><text start="271.47" dur="5.13">to see the murals with 65% leaving the</text><text start="274.65" dur="3.78">center of the city to see more</text><text start="276.6" dur="3.78">neighborhoods across the street from</text><text start="278.43" dur="4.47">common threads you&amp;#39;ll find a mural on a</text><text start="280.38" dur="4.83">school in addition to employing artists</text><text start="282.9" dur="4.65">mural arts includes education programs</text><text start="285.21" dur="4.29">for about a thousand students neural</text><text start="287.55" dur="3.869">Arts also designed some programs</text><text start="289.5" dur="3.81">specifically for artists with mental</text><text start="291.419" dur="4.321">health and substance abuse challenges</text><text start="293.31" dur="4.62">the Yale School of Medicine found that</text><text start="295.74" dur="3.429">this public art helped Public Health in</text><text start="297.93" dur="2.889">the mural art scale</text><text start="299.169" dur="5.071">program for formerly incarcerated</text><text start="300.819" dur="5.641">individuals reduce the rate of return to</text><text start="304.24" dur="4.56">prison the laundry list of benefits is</text><text start="306.46" dur="4.25">impressive but these murals are really</text><text start="308.8" dur="5.1">about communities expressing themselves</text><text start="310.71" dur="5.949">whether it&amp;#39;s a photorealistic picture of</text><text start="313.9" dur="5.19">a legendary pool player or a modern</text><text start="316.659" dur="6.06">collage featuring icons like the roots</text><text start="319.09" dur="6.299">the goal is to help communities make the</text><text start="322.719" dur="5.76">city their city whether they like</text><text start="325.389" dur="5.821">Shepard Fairey or Keith Haring or Frank</text><text start="328.479" dur="6.21">Sinatra what we want is for the</text><text start="331.21" dur="6.03">community to be okay with it right to be</text><text start="334.689" dur="4.831">inspired by it to have it so that it has</text><text start="337.24" dur="4.859">meaning for them and then all of it</text><text start="339.52" dur="5.009">together it&amp;#39;s like this giant crescendo</text><text start="342.099" dur="5.16">that really speaks to the importance of</text><text start="344.529" dur="4.92">not just beauty but beauty does have</text><text start="347.259" dur="4.62">important but also representation and</text><text start="349.449" dur="5.011">how that representation happens it can</text><text start="351.879" dur="5.25">happen all different ways how great is</text><text start="354.46" dur="4.65">that that we get to experience all these</text><text start="357.129" dur="4.32">different narratives that in the end</text><text start="359.11" dur="4.979">speak about our lives but isn&amp;#39;t that</text><text start="361.449" dur="4.74">what art does that it shines a light on</text><text start="364.089" dur="4.26">our diversity but lifts up our</text><text start="366.189" dur="4.2">commonality and in the end connects us</text><text start="368.349" dur="4.35">to all that makes issue I think at the</text><text start="370.389" dur="7.26">end of the day that probably inspires me</text><text start="372.699" dur="6.661">almost more than anything I am
