<?xml version="1.0" encoding="utf-8" ?><transcript><text start="8.34" dur="2.92">In most budget supports and in most countries</text><text start="11.42" dur="2.96">the policy dialogue is about looking at</text><text start="14.38" dur="2.3">the implementation of public policies,</text><text start="16.68" dur="2.18">and the results and seeing whether</text><text start="18.86" dur="2.3">these results are actually being produced</text><text start="21.16" dur="2.72">and whether they correspond to what was expected,</text><text start="23.88" dur="2.46">and having a conversation about</text><text start="26.44" dur="3.82">what activities, what inputs are being used</text><text start="30.26" dur="2.78">to produce basic public services</text><text start="33.04" dur="2.68">that we&amp;#39;re supporting with budget support,</text><text start="35.72" dur="1.4">if they&amp;#39;re not delivered,</text><text start="37.12" dur="3.12">trying to find different alternative ways</text><text start="40.24" dur="2.74">to approach policy implementation or</text><text start="43.98" dur="3.58">different setups for the institutional framework,</text><text start="47.56" dur="1.64">or the organisational framework.</text><text start="49.2" dur="4.32">So, we&amp;#39;re really looking at trying to accompany</text><text start="53.52" dur="4.36">the government in its design, and in its implementation</text><text start="57.88" dur="2.3">of its public policy.</text><text start="60.6" dur="6.36">The second main objective of the policy dialogue</text><text start="66.96" dur="2.32">in the context of budget support is that</text><text start="69.28" dur="2.88">it opens the door to putting on the table,</text><text start="72.16" dur="2.44">some topics of conversation with the government,</text><text start="74.6" dur="2.76">which might actually be quite sensitive</text><text start="77.5" dur="1.84">and might be quite difficult,</text><text start="79.48" dur="3.04">and I&amp;#39;m thinking about things like fundamental values.</text><text start="86.12" dur="4.14">I would measure effectiveness by, how</text><text start="90.26" dur="2.88">you manage to, through your policy dialogue,</text><text start="93.14" dur="2.76">how you manage to influence the different</text><text start="95.9" dur="2.2">parties around the table to talk together,</text><text start="98.6" dur="1.54">and discuss issues.</text><text start="100.14" dur="4.4">I think, that is one of the very important</text><text start="104.54" dur="2">matters that has come to lights,</text><text start="106.9" dur="1.74">during the training in The Gambia.</text><text start="109" dur="4.04">In some countries, of course, budget support</text><text start="113.06" dur="3.4">policy dialogue is not going so well.</text><text start="116.98" dur="2.44">Simply, because, I mean there are many reasons,</text><text start="119.42" dur="1.74">but it might be because the government is</text><text start="121.16" dur="2.14">not really interested in hearing what</text><text start="123.3" dur="4.46">the EU has to say. Or culturally, it&amp;#39;s difficult</text><text start="127.76" dur="2.84">for the government and stakeholders to accept</text><text start="130.62" dur="3.24">that a donor sits around the table, discussing</text><text start="133.86" dur="0.94">public policy.</text><text start="138.68" dur="3.72">Identifying, formulating, designing a budget</text><text start="142.4" dur="1.9">support and then implementation,</text><text start="144.3" dur="3.76">at all these different stages policy dialogue</text><text start="148.12" dur="1.6">is absolutely key.</text><text start="150" dur="2.78">One of the aims of policy</text><text start="152.78" dur="2.82">dialogue is to bring new evidence, how we need</text><text start="155.76" dur="2.98">to have a lot of information about topics</text><text start="158.74" dur="1.4">that we&amp;#39;re talking about</text><text start="160.42" dur="3.26">in order to bring value added to this conversation</text><text start="163.68" dur="2.4">with the government and the stakeholders.</text><text start="169.84" dur="2.66">The government of The Gambia had a specific</text><text start="172.5" dur="2.18">problem, which was the disbursement dossier.</text><text start="175.3" dur="3.86">And the training workshop helped the government</text><text start="179.16" dur="5.58">in preparing a sort of generic report,</text><text start="184.92" dur="5.34">stating exactly who is in charge of what in terms</text><text start="190.42" dur="1.94">of monitoring and reporting.</text><text start="192.36" dur="1.96">So, at the end of the training,</text><text start="196.08" dur="4.42">we came home and polished a little bit the document,</text><text start="200.5" dur="1.26">and sent it back to them.</text><text start="201.76" dur="3.54">And this has now, hopefully, become a document,</text><text start="205.42" dur="2.48">which tells the government of The Gambia</text><text start="208.26" dur="4.84">to get the ball rolling, and deliver</text><text start="213.24" dur="3">the disbursement dossier to the EU.</text></transcript>
