[Music][Applause]inin most budget support and in mostcountries the policy dialogueis about looking at the implementationof public policies and their resolvesand seeing whetherthese results are actually beingproduced and whether they correspond towhat was expectedand having a conversation about whatactivities what inputs are being usedto produce the basic public servicesthat we are supporting with budgetsupportif they're not delivered trying to finddifferent alternativeways to approach policy implementationordifferent uh setups for theinstitutional frameworkor the organizational framework so we'rereally looking atum trying to accompany the governmentin its design and in its implementationofits public policy a secondmain objective of the policy dialogue inthe context of budget support is thatit opens the door to putting on thetable sometopics of conversation with thegovernment which might actually be quitesensitive and might be quite difficultand i'm thinking about things likefundamental valuesi would measure effectiveness by isby how you manage to through your policydialogue how you manage to influence umthe different parties around the tableto talk togetherand discuss issues and i think that isone of theum very important matters that has cometo lightduring the training in the gambia insome countries of coursebudgets support policy dialogue isnot going so well simply because i meanthere's many reasons but it might bebecause the government is not reallyinterested in hearing what the eu has tosayor culturally it's difficult for thegovernments and stakeholders to acceptthat a donor sits around the tablediscussing public policyidentifying formulating designing abudget support and thenimplementation and at all thesedifferent stagespolicy dialogue is is absolutely keyone of the aims of policy dialogue is tobringnew evidence how we need to have a lotof informationabout topics that we're talking about inorder to bringvalue added to this conversation withthe government in the in thestakeholdersgovernment of the gambia had a specificproblem which was the disbursementdossierand the training workshop helped thegovernmentin preparing a sort of genericreports stating exactlywho is in charge of what in terms ofmonitoring and reporting so at the endof the trainingwe came home and polished a little bitof documentsbut send it back to them and this is nowhopefullybecome a document which says thegovernment of the gambiato make the ball rollingand deliver the disbursement dossierto the eu
