implementation</text><text start="15.599" dur="3.201">of public policies and their resolves</text><text start="17.6" dur="2.96">and seeing whether</text><text start="18.8" dur="3.52">these results are actually being</text><text start="20.56" dur="3.28">produced and whether they correspond to</text><text start="22.32" dur="4.959">what was expected</text><text start="23.84" dur="6.48">and having a conversation about what</text><text start="27.279" dur="5.681">activities what inputs are being used</text><text start="30.32" dur="4.399">to produce the basic public services</text><text start="32.96" dur="2.88">that we are supporting with budget</text><text start="34.719" dur="3.601">support</text><text start="35.84" dur="4.08">if they&amp;#39;re not delivered trying to find</text><text start="38.32" dur="4.52">different alternative</text><text start="39.92" dur="4.159">ways to approach policy implementation</text><text start="42.84" dur="3.16">or</text><text start="44.079" dur="3.521">different uh setups for the</text><text start="46" dur="4">institutional framework</text><text start="47.6" dur="3.68">or the organizational framework so we&amp;#39;re</text><text start="50" dur="4.559">really looking at</text><text start="51.28" dur="6.48">um trying to accompany the government</text><text start="54.559" dur="4.081">in its design and in its implementation</text><text start="57.76" dur="5.52">of</text><text start="58.64" dur="4.64">its public policy a second</text><text start="63.84" dur="5.36">main objective of the policy dialogue in</text><text start="67.119" dur="4.401">the context of budget support is that</text><text start="69.2" dur="3.36">it opens the door to putting on the</text><text start="71.52" dur="2.56">table some</text><text start="72.56" dur="3.599">topics of conversation with the</text><text start="74.08" dur="5.12">government which might actually be quite</text><text start="76.159" dur="5.041">sensitive and might be quite difficult</text><text start="79.2" dur="6.8">and i&amp;#39;m thinking about things like</text><text start="81.2" dur="7.84">fundamental values</text><text start="86" dur="6.64">i would measure effectiveness by is</text><text start="89.04" dur="6.24">by how you manage to through your policy</text><text start="92.64" dur="4.32">dialogue how you manage to influence um</text><text start="95.28" dur="3.199">the different parties around the table</text><text start="96.96" dur="4.159">to talk together</text><text start="98.479" dur="3.521">and discuss issues and i think that is</text><text start="101.119" dur="4.561">one of the</text><text start="102" dur="4.96">um very important matters that has come</text><text start="105.68" dur="3.439">to light</text><text start="106.96" dur="4.24">during the training in the gambia in</text><text start="109.119" dur="5.841">some countries of course</text><text start="111.2" dur="7.12">budgets support policy dialogue is</text><text start="114.96" dur="5.119">not going so well simply because i mean</text><text start="118.32" dur="3.439">there&amp;#39;s many reasons but it might be</text><text start="120.079" dur="4.08">because the government is not really</text><text start="121.759" dur="3.761">interested in hearing what the eu has to</text><text start="124.159" dur="3.841">say</text><text start="125.52" dur="5.04">or culturally it&amp;#39;s difficult for the</text><text start="128" dur="5.36">governments and stakeholders to accept</text><text start="130.56" dur="6.16">that a donor sits around the table</text><text start="133.36" dur="3.36">discussing public policy</text><text start="138.84" dur="4.44">identifying formulating designing a</text><text start="142.08" dur="3.519">budget support and then</text><text start="143.28" dur="3.76">implementation and at all these</text><text start="145.599" dur="4.481">different stages</text><text start="147.04" dur="6.4">policy dialogue is is absolutely key</text><text start="150.08" dur="4">one of the aims of policy dialogue is to</text><text start="153.44" dur="3.2">bring</text><text start="154.08" dur="3.6">new evidence how we need to have a lot</text><text start="156.64" dur="3.92">of information</text><text start="157.68" dur="3.919">about topics that we&amp;#39;re talking about in</text><text start="160.56" dur="3.36">order to bring</text><text start="161.599" dur="5.441">value added to this conversation with</text><text start="163.92" dur="3.12">the government in the in the</text><text start="168.84" dur="3.64">stakeholders</text><text start="170.4" dur="3.6">government of the gambia had a specific</text><text start="172.48" dur="2.8">problem which was the disbursement</text><text start="174" dur="4.239">dossier</text><text start="175.28" dur="3.84">and the training workshop helped the</text><text start="178.239" dur="5.28">government</text><text start="179.12" dur="8.24">in preparing a sort of generic</text><text start="183.519" dur="7.36">reports stating exactly</text><text start="187.36" dur="5.68">who is in charge of what in terms of</text><text start="190.879" dur="4.961">monitoring and reporting so at the end</text><text start="193.04" dur="2.8">of the training</text><text start="196.08" dur="4.4">we came home and polished a little bit</text><text start="199.599" dur="3.28">of documents</text><text start="200.48" dur="3.52">but send it back to them and this is now</text><text start="202.879" dur="3.681">hopefully</text><text start="204" dur="4.319">become a document which says the</text><text start="206.56" dur="5.2">government of the gambia</text><text start="208.319" dur="6.56">to make the ball rolling</text><text start="211.76"
