on an amazing adventure</text><text start="193.01" dur="6.699">when I was 11 years old my parents and I</text><text start="196.709" dur="5.011">drove overland from England to India and</text><text relied entirely on</text><text start="206.97" dur="3.989">biodiversity and the environment for</text><text start="208.889" dur="4.591">their livelihoods and I got to see at</text><text start="210.959" dur="4.65">firsthand how they paid the price for</text><text start="213.48" dur="3.929">environmental degradation and pollution</text><text start="215.609" dur="4.141">and you can imagine those dur="5.13">development had been kind and it got me</text><text start="225.479" dur="3.93">thinking can we really develop and</text><text start="227.699" dur="5.341">conserve the environment at the same</text><text start="229.409" dur="6.3">time and ever since then my work with</text><text start="233.04" dur="4.619">the United Nations with Kew Gardens with</text><text start="235.709" dur="3.96">a commercial bank and for the last</text><text start="237.659" dur="4.8">several years with conservation charity</text><text start="239.669" dur="5.46">forest trends has been all about trying</text><text start="242.459" dur="8.24">to find practical solutions to this</text><text start="245.129" dur="9.03">problem so let's take a look at that I</text><text start="250.699" dur="6.671">believe we can transform the way that we</text><text start="254.159" dur="5.58">manage development to secure a far</text><text start="257.37" dur="5.519">better outcome for nature and help</text><text start="259.739" dur="4.831">people and companies at the same time we</text><text start="262.889" dur="4.111">don't need to accept the</text><text start="264.57" dur="5.16">development projects inevitably result</text><text start="267" dur="4.86">in today's dreadful loss of habitats and</text><text start="269.73" dur="3.83">species that is not the price we have to</text><text start="271.86" dur="5.46">pay for jobs and a healthy environment</text><text start="273.56" dur="6.88">rather we can raise the bar and we can</text><text start="277.32" dur="6.18">very deliberately plan for no net loss</text><text start="280.44" dur="6.12">of biodiversity and preferably for a net</text><text start="283.5" dur="5.25">positive impact and the way to do that</text><text start="286.56" dur="5.01">is by following the mitigation hierarchy</text><text start="288.75" dur="4.17">that you see here the idea is that if</text><text start="291.57" dur="3.9">you're planning a project that will</text><text start="292.92" dur="5.37">affect the environment first you take</text><text start="295.47" dur="5.28">measures to avoid and minimize harm to</text><text start="298.29" dur="4.5">the extent possible and then you restore</text><text start="300.75" dur="6.36">in the areas affected afterwards and</text><text start="302.79" dur="7.62">finally you offset any remaining impacts</text><text start="307.11" dur="5.04">left over unless concentrate on two</text><text start="310.41" dur="4.86">important elements of this today the</text><text start="312.15" dur="5.55">first is we need to be way better at</text><text start="315.27" dur="3">avoiding and preventing harm than we are</text><text start="317.7" dur="2.01">today</text><text start="318.27" dur="3.42">for instance we need to look at</text><text start="319.71" dur="3.84">alternatives for projects much better</text><text start="321.69" dur="4.05">than we do and secondly we need to</text><text start="323.55" dur="5.1">encourage developers to take an extra</text><text start="325.74" dur="5.46">step beyond what's typical today to</text><text start="328.65" dur="3.99">offset their residual impacts and what</text><text start="331.2" dur="4.62">that means in practice is that the</text><text start="332.64" dur="4.8">developers themselves or partners they</text><text start="335.82" dur="4.83">pay like local communities or</text><text start="337.44" dur="5.16">conservation groups undertake extra</text><text start="340.65" dur="4.08">conservation of habitats and species on</text><text start="342.6" dur="4.64">the ground over the long term and they</text><text start="344.73" dur="5.42">do that deliberately to balance any</text><text start="347.24" dur="6.22">unavoidable impacts that are left over</text><text start="350.15" dur="6.19">now the problem is that really top-notch</text><text start="353.46" dur="6.06">avoidance and high quality biodiversity</text><text start="356.34" dur="5.52">offsets remain the exception and not the</text><text start="359.52" dur="4.53">rule let's take a look at a good project</text><text start="361.86" dur="6.09">in Madagascar and compare it with</text><text start="364.05" dur="6.24">business as usual Madagascar is</text><text start="367.95" dur="4.29">consistently in the world's 10% of</text><text start="370.29" dur="3.87">poorest countries and mining is</text><text start="372.24" dur="4.5">important to the economy and as I'm sure</text><text start="374.16" dur="4.14">you know is also home to incredible</text><text start="376.74" dur="3.96">biodiversity found nowhere else on the</text><text start="378.3" dur="7.56">planet that has been disappearing as you</text><text start="380.7" dur="7.26">can see here alarmingly fast this nickel</text><text start="385.86" dur="4.47">and cobalt mine in Madagascar will</text><text start="387.96" dur="4.95">certainly have a significant impact on</text><text start="390.33" dur="5.79">biodiversity particularly at the mine</text><text start="392.91" dur="5.31">site here and along this 200 kilometer</text><text start="396.12" dur="4.32">pipeline that brings the ore</text><text start="398.22" dur="4.47">to the coast and the company has</text><text start="400.44" dur="5.81">committed to plan and operate this mine</text><text start="402.69" dur="5.82">for no net loss of biodiversity</text><text start="406.25" dur="4.27">recognizing that really stringent</text><text start="408.51" dur="5.73">avoidance measures have to be the first</text><text start="410.52" dur="6.75">priority so for example it has set aside</text><text start="414.24" dur="5.13">for permanent conservation part of the</text><text start="417.27" dur="3.63">area on which it had permission to mine</text><text start="419.37" dur="4.05">and that's quite an economic sacrifice</text><text start="420.9" dur="4.92">but it's really important particularly</text><text start="423.42" dur="4.86">in a place like Madagascar to ensure</text><text start="425.82" dur="5.81">that no biodiversity is lost there might</text><text start="428.28" dur="5.36">be special to the mine site it's also</text><text start="431.63" dur="5.35">tunneling part of the pipeline</text><text start="433.64" dur="5.65">underneath mountains to reduce and avoid</text><text start="436.98" dur="4.32">over ground impacts and for the rest of</text><text start="439.29" dur="5.28">the pipeline route it's picked areas</text><text start="441.3" dur="5.37">that have already been deforested and as</text><text start="444.57" dur="3.9">far as the offsetting activities that</text><text start="446.67" dur="4.11">last an extra step I mentioned are</text><text start="448.47" dur="4.56">concerned the companies undertaking</text><text start="450.78" dur="5.09">conservation activities on and around</text><text start="453.03" dur="5.88">the mine site and along the pipeline</text><text start="455.87" dur="5.32">through partnerships is also conserving</text><text start="458.91" dur="4.53">and connecting up much larger areas of</text><text start="461.19" dur="4.17">forest all around the footprint and</text><text start="463.44" dur="3.81">including this area here it just rather</text><text start="465.36" dur="4.92">further afield that's a really high</text><text start="467.25" dur="4.919">priority for conservation this active</text><text start="470.28" dur="4.01">conservation and restoration involves</text><text start="472.169" dur="4.171">jobs for local communities and</text><text start="474.29" dur="3.82">collaboration with conservation</text><text start="476.34" dur="4.2">organizations and the government of</text><text start="478.11" dur="4.65">Madagascar and I must say that without</text><text start="480.54" dur="4.14">this conservation activity it's</text><text start="482.76" dur="4.71">extremely likely that much of this</text><text start="484.68" dur="4.71">forest would be degraded and deforested</text><text start="487.47" dur="4.32">over time through other pressures</text><text start="489.39" dur="4.71">particularly slash-and-burn agriculture</text><text start="491.79" dur="7.35">which has been a cause of loss over many</text><text start="494.1" dur="7.22">years in this area so what's really</text><text start="499.14" dur="4.71">happening that's new here is two things</text><text start="501.32" dur="5.32">the company is measuring the</text><text start="503.85" dur="4.92">conservation outcomes to check that they</text><text start="506.64" dur="4.02">really balance the residual and</text><text start="508.77" dur="4.53">unavoidable losses that will be caused</text><text start="510.66" dur="5.16">by the project and it's also putting in</text><text start="513.3" dur="4.44">place legal and financial arrangements</text><text start="515.82" dur="3.81">for the long term to secure the</text><text start="517.74" dur="3.929">conservation outcomes for instance a</text><text start="519.63" dur="4.2">budget to cover the conservation</text><text start="521.669" dur="5.341">activities and monitoring over decades</text><text start="523.83" dur="5.4">to come so let's take a step back and</text><text start="527.01" dur="5.26">consider business as usual most</text><text start="529.23" dur="4.87">companies would mine the entire comes</text><text start="532.27" dur="3.18">they picked the simplest most direct</text><text start="534.1" dur="3.18">route for the pipeline and they're</text><text start="535.45" dur="4.23">highly unlikely to undertake</text><text start="537.28" dur="5.58">biodiversity offsets thereby leading to</text><text start="539.68" dur="5.97">a much greater loss of biodiversity now</text><text start="542.86" dur="5.49">this project is by no means perfect but</text><text start="545.65" dur="5.82">it's a really serious effort of planning</text><text start="548.35" dur="5.28">for no net loss of biodiversity and of</text><text start="551.47" dur="4.86">course it's just one project in one</text><text start="553.63" dur="3.72">sector in one country just imagine the</text><text start="556.33" dur="3.75">difference we could make for</text><text start="557.35" dur="5.01">conservation if we could ensure dur="5.07">to their clients subject to no net loss</text><text start="593.11" dur="4.86">and a net gain and a growing number of</text><text start="595.75" dur="5.01">companies have made commitments to about what</text><text start="726.31" dur="3.839">kind of future we would like it's</text><text start="728.26" dur="4.889">absolutely fine to say that we want</text><text start="730.149" dur="5.911">economic development and growth and jobs</text><text start="733.149" dur="4.44">but then let's plan those thoughtfully</text><text start="736.06" dur="4.23">so that we can actually live with the</text><text start="737.589" dur="5.221">environmental consequences at the same</text><text start="740.29" dur="5.46">time we all like to eat we all use</text><text start="742.81" dur="4.769">electricity we all like to travel so</text><text start="745.75" dur="5.13">it's probably not realistic to think</text><text start="747.579" dur="5.641">that we can altogether halt and stop any</text><text start="750.88" dur="4.86">projects that will have an impact on</text><text start="753.22" dur="4.71">biodiversity I believe that biodiversity</text><text start="755.74" dur="3.69">offsets need to be the last resort but</text><text start="757.93" dur="3.68">we definitely need them because</text><text start="759.43" dur="5.94">otherwise we resign ourselves to</text><text start="761.61" dur="5.59">terrible cumulative unavoidable losses</text><text start="765.37" dur="6.54">that build up over time and that we have</text><text start="767.2" dur="6.21">just ignored in the past so to my mind</text><text start="771.91" dur="4.169">what we really need to do is to set</text><text start="773.41" dur="5.04">really high standards for avoidance for</text><text start="776.079" dur="4.26">minimization for restoration and finally</text><text start="778.45" dur="4.079">for biodiversity offsets is the most</text><text start="780.339" dur="5.091">practical way to manage the trade-offs</text><text start="782.529" dur="5.671">inherent in Environment and development</text><text start="785.43" dur="5.56">the second thing we need to do is to</text><text start="788.2" dur="5.31">build political will essentially it</text><text start="790.99" dur="4.72">falls to government to set really clear</text><text start="793.51" dur="4.24">rules of the road so developers know in</text><text start="795.71" dur="5.64">exactly what's expected of them and that</text><text start="797.75" dur="5.85">they must plan for no net loss it's as</text><text start="801.35" dur="4.14">simple as that voluntary measures will</text><text start="803.6" dur="5.52">not be enough to bring about the scale</text><text start="805.49" dur="5.61">of change that we need another thing</text><text start="809.12" dur="5.43">that falls to governments is planning</text><text start="811.1" dur="5.66">take a look here at coastal Namibia you</text><text start="814.55" dur="4.77">see here there's an awful lot of</text><text start="816.76" dur="5.02">Exploration licenses for mines that have</text><text start="819.32" dur="4.56">been granted here inside this broader</text><text start="821.78" dur="4.14">area in green which is actually one of</text><text start="823.88" dur="4.56">the country's really important protected</text><text start="825.92" dur="4.59">areas and that doesn't make sense but</text><text start="828.44" dur="3.08">it's surprisingly common all around the</text><text start="830.51" dur="3.3">world</text><text start="831.52" dur="4.75">fortunately the government of Namibia</text><text start="833.81" dur="5.88">has undertaken a really innovative</text><text start="836.27" dur="5.73">strategic environmental assessment which</text><text start="839.69" dur="4.14">allows all the cumulative impacts of all</text><text start="842" dur="4.05">of these potential projects you see in</text><text start="843.83" dur="4.29">this region and in these landscapes to</text><text start="846.05" dur="4.71">be taken into consideration and to have</text><text start="848.12" dur="5.49">a bit of a rethink and decide where and</text><text start="850.76" dur="4.77">how much development is needed and where</text><text start="853.61" dur="4.62">and how much conservation and that's</text><text start="855.53" dur="5.52">exactly the kind of strategic regional</text><text start="858.23" dur="5.34">planning of which we need more now I've</text><text start="861.05" dur="5.25">spoken mostly today about single big</text><text start="863.57" dur="5.55">projects your uranium mine you'll Road</text><text start="866.3" dur="4.1">an oil palm concession but there's</text><text start="869.12" dur="3.6">another thing we need to think about</text><text start="870.4" dur="4.75">particularly here in the UK and in</text><text start="872.72" dur="4.89">places like Europe there's a big danger</text><text start="875.15" dur="4.89">of death by a thousand cuts</text><text start="877.61" dur="5.52">so these government policies and these</text><text start="880.04" dur="5.67">plans need to address the accumulation</text><text start="883.13" dur="5.82">of lots of small projects all of them</text><text start="885.71" dur="5.25">causing a loss of biodiversity so how do</text><text start="888.95" dur="4.32">we actually bolster the will of</text><text start="890.96" dur="5.46">government to do the right thing and</text><text start="893.27" dur="4.86">make a very good job of this well one of</text><text start="896.42" dur="3.9">the most effective ways of doing that is</text><text start="898.13" dur="5.52">by showing the economic case for doing</text><text start="900.32" dur="6.35">so and to do that you need accounts good</text><text start="903.65" dur="5.61">set of accounts natural capital accounts</text><text start="906.67" dur="5.56">natural capital accounting can reveal</text><text start="909.26" dur="5.49">the true social and environmental cost</text><text start="912.23" dur="4.95">of our economic decisions and it can</text><text start="914.75" dur="5.28">also show the economic advantages of</text><text start="917.18" dur="4.98">investing in nature and if this is</text><text start="920.03" dur="3.42">something you're interested in I commend</text><text start="922.16" dur="5.46">to you the work of the natural capital</text><text start="923.45" dur="5.3">committee finally we need a breakthrough</text><text start="927.62" dur="3.65">to come from come</text><text start="928.75" dur="4.83">themselves it's fantastic that more</text><text start="931.27" dur="5.04">companies are making commitments to a</text><text start="933.58" dur="4.74">net positive impact and we need to</text><text start="936.31" dur="3.84">encourage them and their investors to do</text><text start="938.32" dur="4.2">so and they'll need help from the</text><text start="940.15" dur="4.77">scientific committee from the scientific</text><text start="942.52" dur="4.62">community from conservation groups and</text><text start="944.92" dur="4.47">from members of the public but we do</text><text start="947.14" dur="4.2">also need to hold them accountable we</text><text start="949.39" dur="3.57">need to check that when they say they're</text><text start="951.34" dur="4.13">performing for a net positive impact</text><text start="952.96" dur="4.53">that's really what they're doing</text><text start="955.47" dur="4.18">particularly since the crash and</text><text start="957.49" dur="4.62">commodity prices companies have been</text><text start="959.65" dur="4.89">concerned that best practice like this</text><text start="962.11" dur="5.37">is going to inflate costs and caused</text><text start="964.54" dur="5.22">delays but actually planning for a net</text><text start="967.48" dur="5.34">positive impact is not a major</text><text start="969.76" dur="4.47">additional expense for small projects</text><text start="972.82" dur="3.45">there are plenty of simple and practical</text><text start="974.23" dur="4.17">approaches you can take and for big</text><text start="976.27" dur="4.2">projects like this one with budgets in</text><text start="978.4" dur="4.68">the many millions or even billions of</text><text start="980.47" dur="5.55">dollars the cost of doing a good job for</text><text start="983.08" dur="5.19">the environment is absolutely tiny by</text><text start="986.02" dur="5.52">comparison with the overall budget it</text><text start="988.27" dur="5.819">could be as little as not 0.1% of</text><text start="991.54" dur="6.51">capital expenditure but even if it were</text><text start="994.089" dur="6.151">1% or 2% or more that's a very small</text><text start="998.05" dur="4.28">price to pay for no net loss which after</text><text start="1000.24" dur="4.53">all is exactly what society needs</text><text start="1002.33" dur="4.509">essentially we need a change in mindset</text><text start="1004.77" dur="5.4">so that planning for a net positive</text><text start="1006.839" dur="7.531">impact and budgeting for it just becomes</text><text start="1010.17" dur="7.44">a standard part of business as usual so</text><text start="1014.37" dur="6.35">where does that leave us I think we have</text><text start="1017.61" dur="5.79">to be much more careful to avoid</text><text start="1020.72" dur="4.83">irreversible impacts from the get-go and</text><text start="1023.4" dur="5.01">not just clear up our mess afterwards</text><text start="1025.55" dur="3.789">but we do also need to invest far more</text><text start="1028.41" dur="4.44">in biodiversity</text><text start="1029.339" dur="6.181">to address and tackle all those</text><text start="1032.85" dur="4.55">cumulative residual leftover impacts</text><text start="1035.52" dur="4.53">which we've ignored in a past</text><text start="1037.4" dur="5.52">everyone's sympathetic about conserving</text><text start="1040.05" dur="6.18">wildlife but we all want to eat and</text><text start="1042.92" dur="4.899">travel and use our smart phones so we</text><text start="1046.23" dur="3.48">need to take responsibility for our</text><text start="1047.819" dur="5.161">preferences and come forward with</text><text start="1049.71" dur="6.24">practical suggestions now I promise you</text><text start="1052.98" dur="6.09">good news and the good news is this we</text><text start="1055.95" dur="5.76">already know how to do a far better job</text><text start="1059.07" dur="5.37">for the environment for communities and</text><text start="1061.71" dur="4.92">companies than we do now the question is</text><text start="1064.44" dur="4.44">can we make sound personal choices and</text><text start="1066.63" dur="5.01">can we push our leaders to really</text><text start="1068.88" dur="6.57">visionary planning for a net positive</text><text start="1071.64" dur="6.48">impact so the theme of this TED session</text><text start="1075.45" dur="5.16">is think and I'd like to close by</text><text start="1078.12" dur="4.47">inviting you to think about how you can</text><text start="1080.61" dur="3.809">get involved for instance by</text><text start="1082.59" dur="4.589">volunteering with a conservation</text><text start="1084.419" dur="4.711">organization by speaking up in a local</text><text start="1087.179" dur="5.191">planning hearing or perhaps by</text><text start="1089.13" dur="5.399">encouraging the company you work for to</text><text start="1092.37" dur="5.22">make a commitment for a net positive</text><text start="1094.529" dur="5.101">impact I believe that if we're really</text><text start="1097.59" dur="8.719">determined we can make a big difference</text><text start="1099.63" dur="6.679">so think net positive thank you</text></transcript>
