<?xml version="1.0" encoding="utf-8" ?><transcript><text start="42.66" dur="7.1">For Kyrgyzstan, the COVID crisis came in waves. The first was with the Chinese lockdown,</text><text start="49.76" dur="3.84">and in fact, the Chinese lockdown also had effects and impact</text><text start="53.6" dur="4.64">on the trade flows in Kyrgyzstan, which then had a loss
of revenues and then</text><text start="58.24" dur="1.44">you had a fiscal gap which was created.</text><text start="59.69" dur="5.66">We&amp;#39;re talking about 6 % of GDP, so this is
enormous for Kyrgyzstan.</text><text start="65.35" dur="5.89">The second wave came with a lockdown when
we had the first COVID pandemic cases.</text><text start="71.24" dur="6.18">And that&amp;#39;s when you started seeing in fact social
economic impact on people,</text><text start="77.42" dur="6.14">who were made temporarily unemployed, who had no way of getting out and, obviously,</text><text start="83.56" dur="2.18">that&amp;#39;s when the social protection should come in.</text><text start="89.46" dur="4.04">The response was both at the policy level, working with the government on</text><text start="93.5" dur="1.969">how to do it, how to handle it.</text><text start="95.469" dur="4.731">How to make the measures and working in four
different groups, they were set up immediately</text><text start="100.2" dur="6.32">one on macro-financial assistance, one on health,
one on food security and social protection</text><text start="106.52" dur="3.129">and then the last one on the private sector and
SMEs.</text><text start="109.649" dur="1.231">We were in all of them.</text><text start="110.88" dur="4.62">And we are still in all of them working every week together with the</text><text start="115.68" dur="2.67">authorities to try to make the best response.</text><text start="118.35" dur="7.299">Our response has been in fact with an EU package of more than €36 million,</text><text start="125.649" dur="6.381">€30.8 million, in fact, are in budget support,
supporting social protection and education,</text><text start="132.03" dur="1.679">digitalisation.</text><text start="133.709" dur="5.551">And the other part is working with our partners: with civil society</text><text start="139.26" dur="1.39">with implementing partners on projects.</text><text start="140.65" dur="2.83">And we&amp;#39;ve had some amazing responses with</text><text start="143.48" dur="1.04">one of them and some of them have been on</text><text start="144.52" dur="2.46">gender-based violence with the &amp;#39;Spotlight Initiative&amp;#39;</text><text start="146.98" dur="3.92">where we really have seen an increase in domestic violence, unfortunately.</text><text start="150.9" dur="2.397">Some of them have
been personal protective equipment (PPE)</text><text start="153.297" dur="2.133">I mean simple pragmatic PPE for</text><text start="155.43" dur="3.13">border guards and customs officers.</text><text start="158.56" dur="4.22">And then we&amp;#39;ve had webinars, creative e-learning
initiatives,</text><text start="162.78" dur="2.36">webinars for journalists and on</text><text start="165.14" dur="3.34">how to cover the crisis but also how to fight fake news.</text><text start="173.78" dur="2.52">We worked so much more together.</text><text start="176.31" dur="4.35">In fact, with the government, we had these
meetings every week with the Minister,</text><text start="180.66" dur="5.049">the deputy ministers, intersectoral, interministerial, with development partners</text><text start="185.709" dur="5.191">who wanted to be in, out, I mean, you could
click and then participate and be an active participant</text><text start="190.9" dur="1.61">so this was very good.</text><text start="192.51" dur="5.899">One of the negative things is that with this
dynamic sort of energetic way of working together</text><text start="198.409" dur="1.791">every day.</text><text start="200.2" dur="5.98">In fact, somehow, it was very quick and we
did not manage to get the civil society in,</text><text start="206.18" dur="3.16">and that&amp;#39;s really something
that we have to work on because if we get</text><text start="209.34" dur="4.99">a second wave we have to be ready to find
a way of getting to civil society in again.</text><text start="214.33" dur="4.09">And then for us, I mean, and this is not only for us, but it is for the people,</text><text start="218.42" dur="1.4">and for the development process,</text><text start="219.82" dur="2.58">transparency is key.</text><text start="222.4" dur="2.94">because this is a time where you can go very quickly,</text><text start="225.34" dur="3.96">and you forget to, sort of, talk about
it, and then it becomes an issue at one point.</text><text start="229.3" dur="2.34">We have to have accountability. We have to
