useful for the discussion on Capacity4dev</text><text start="12.66" dur="4.071">on the Nexus the Humanitarian Development
and Peace nexus, is the recent fund that we</text><text start="16.731" dur="1.969">have launched in Myanmar.</text><text start="18.7" dur="1.489">We call it the nexus response mechanism.</text><text start="20.189" dur="4.801">It is a new fund, we just signed it up in
December 2019, and we will start to implement</text><text start="24.99" dur="1.33">it in 2020.</text><text start="26.32" dur="4.73">This fund has three main features which I
think are particularly interesting.</text><text start="31.05" dur="8.43">First, it has a governance mechanism by which
all the issues are consulted with our colleagues</text><text start="39.48" dur="3.64">in the political section and the ECHO office
in Myanmar.</text><text start="43.12" dur="4.75">So, there is a consultation process where
both DEVCO, I am working for DEVCO in the</text><text start="47.87" dur="5.561">Delegation, my humanitarian colleagues and
the political section are participating in</text><text start="53.431" dur="3.479">all decision making and in the joint analysis
of the conflict situation.</text><text start="56.91" dur="8.34">Nonetheless, all decisions that concern this
fund mechanism is made by DEVCO, because we</text><text start="65.25" dur="5.1">have the financial responsibility for the
decision making.</text><text start="70.35" dur="5.63">The second feature, which I think is very
interesting is that this fund has a lot of</text><text start="75.98" dur="1">flexibility.</text><text start="76.98" dur="5.52">This fund will allow us to initiate activities
that we are not very sure where they will</text><text start="82.5" dur="1.14">take us.</text><text start="83.64" dur="5.339">In an uncertain context when we don’t know
how the conflict will evolve, by funding these</text><text start="88.979" dur="5.211">initiatives, we will understand whether they
can go ahead, after one year of implementation,</text><text start="94.19" dur="1.33">and they can be scaled up.</text><text start="95.52" dur="3.9">If the initiative if working in the right
direction, and if it is compliant with due</text><text start="99.42" dur="4.04">diligence principle and human rights, we can
scale it up and make it larger.</text><text start="103.46" dur="4.5">If it does not work, because the context of
the conflict is changing, then we can stop</text><text start="107.96" dur="2.51">the action and move the funding from one place
to the other.</text><text start="110.47" dur="3.31">I think this flexibility is fundamental to
work in this context.</text><text start="113.78" dur="5">Otherwise, we are confronted with long term
programmes that are unable to adapt to the</text><text start="118.78" dur="4.69">everchanging situation of the conflict in
Myanmar, which as you know is both related</text><text start="123.47" dur="4.98">to the operations of the Rohingyas’ community,
but there are also a number of issues related</text><text start="128.45" dur="6.56">to the IDPs (internal displaced people) in
conflict areas.</text><text start="135.01" dur="7.58">The third feature that I think is key is the
capacity of the fund to have what we call</text><text start="142.59" dur="1.15">third party monitoring.</text><text start="143.74" dur="3.85">Basically, we will have a team of experts
which are not competing for funding and which</text><text start="147.59" dur="6.22">will be analysing the programmes that we will
fund under due diligence and conflict perspectives,</text><text start="153.81" dur="5.33">but also monitoring on the ground regularly,
quarterly, the implementation of the activities.</text><text start="159.14" dur="4.59">Conflict is always, as I said, uncertain,
so we have to make sure that our implementing</text><text start="163.73" dur="1.77">partners are in compliance with these principles.</text><text start="165.5" dur="3.42">And not because they are not acting in good
faith but because often the conflict changes</text><text start="168.92" dur="5.31">so quickly, the context is evolving so quickly
that they are unaware of how their operations</text><text start="174.23" dur="3.839">are related to the policies and the environment
in which they operate.</text><text start="178.069" dur="5.531">So, this third-party monitoring will also
inform the decision making of DEVCO, ECHO</text><text start="183.6" dur="5.529">and the political section, so we will have
our own source of information ensured by the</text><text start="189.129" dur="1">Delegation.</text><text start="190.129" dur="4.121">The other advantage is that we will not depend
on other people’s information.</text><text start="194.25" dur="3.4">Right now, we rely too much on the United
Nations or non-governmental organisations</text><text start="197.65" dur="2.35">or other donors’ sources of information.</text><text start="200" dur="6.13">By have this third-party monitoring, this
analytical capacity will provide us with our</text><text start="206.13" dur="1">own source of information.</text><text start="207.13" dur="5.97">We will also be able to tailor our conflict
analysis to the needs of the Delegation itself.</text></transcript>
