start="23.84" dur="4.41">implementing in 2020 and this file has</text><text start="26.75" dur="4.61">three main features which I think are</text><text start="28.25" dur="3.11">particularly interesting</text><text start="34.44" dur="4.349">first it has a governance mechanism by</text><text start="36.66" dur="4.169">which all decisions are consulted with</text><text start="38.789" dur="4.23">our colleagues in the political section</text><text start="40.829" dur="4.681">and the egg office in Myanmar</text><text start="43.019" dur="4.741">so there is a consultation process were</text><text start="45.51" dur="4.619">both difficult I am working for the fqo</text><text start="47.76" dur="4.43">in the delegation the monitoring</text><text start="50.129" dur="4.231">colleagues and the political section</text><text start="52.19" dur="3.73">participate in all decision-making and</text><text start="54.36" dur="4.92">in the joint analysis of the conflict</text><text start="55.92" dur="5.69">situation nonetheless the decisions of</text><text start="59.28" dur="5.25">anything that concerns the funding of</text><text start="61.61" dur="4.27">under these this mechanism is made by</text><text start="64.53" dur="4.759">difficult because we have the financial</text><text start="65.88" dur="3.409">responsibility for decision-making</text><text start="73.07" dur="2.87">second feature which I think is very</text><text start="74.72" dur="4.01">interesting</text><text start="75.94" dur="5.43">flexibility this fan principle</text><text start="100.3" dur="3.78">and human rights then we can scale it up</text><text start="102.1" dur="3.54">and make it larger if it doesn&amp;#39;t work</text><text start="104.08" dur="3.54">because the context of the of the</text><text start="105.64" dur="4.02">conflict is changing then we can stop</text><text start="107.62" dur="2.91">the action and we can move funding from</text><text start="109.66" dur="2.37">one place to the other</text><text start="110.53" dur="4.56">I think this flexibility is fundamental</text><text start="112.03" dur="5.34">to work in this context otherwise we are</text><text start="115.09" dur="3.78">confronted with long term programs that</text><text start="117.37" dur="3.54">are unable to adapt to the ever-changing</text><text start="118.87" dur="3.87">situation in the conflicts in the</text><text start="120.91" dur="4.77">conflict of Myanmar which as you know is</text><text start="122.74" dur="4.44">both related to the to the operation of</text><text start="125.68" dur="4.08">the raga community but also there is a</text><text start="127.18" dur="4.67">number of issues with IDPs in conflict</text><text start="129.76" dur="2.09">areas</text><text start="134.489" dur="6.601">the third feature that I think it&amp;#39;s key</text><text start="136.829" dur="6.621">it&amp;#39;s the it&amp;#39;s the capacity of the fan to</text><text start="141.09" dur="4.47">have what we call third-party monitoring</text><text start="143.45" dur="3.94">basically we&amp;#39;ll have a team of experts</text><text start="145.56" dur="4.44">which are not competing for funding and</text><text start="147.39" dur="4.409">which will be analyzing the programs</text><text start="150" dur="3.959">that we will find on their due diligence</text><text start="151.799" dur="4.621">and conflict perspective but also</text><text start="153.959" dur="3.9">monitoring on the ground regularly</text><text start="156.42" dur="3.899">quarterly the implementation of</text><text start="157.859" dur="4.86">activities conflict it&amp;#39;s always as I</text><text start="160.319" dur="3.51">said uncertain so we have to make sure</text><text start="162.719" dur="3">that they&amp;#39;re our implementing partners</text><text start="163.829" dur="3">are complying with these principles and</text><text start="165.719" dur="3.061">not because they&amp;#39;re not acting in good</text><text start="166.829" dur="4.141">faith but because often the conflict is</text><text start="168.78" dur="4.709">so quickly the context is evolving so</text><text start="170.97" dur="4.739">quickly that they are unaware of how its</text><text start="173.489" dur="4.711">operation is related to the policies and</text><text
