<?xml version="1.0" encoding="utf-8" ?><transcript><text start="9.28" dur="2.56">The key tool we&amp;#39;ve used was</text><text start="12" dur="3.2">a structured series of case studies.</text><text start="15.2" dur="3.04">Before the training, we received</text><text start="18.64" dur="2.6">important information on national context</text><text start="21.24" dur="2.12">and ongoing budget support contracts.</text><text start="24.44" dur="0.72">Thanks to that,</text><text start="25.16" dur="2.84">we were able to structure different cases.</text><text start="28" dur="2.32">Sometimes, working on the small reading,</text><text start="30.8" dur="1.52">answering questions.</text><text start="32.64" dur="2.24">Sometimes, using their knowledge</text><text start="34.88" dur="1.76">of their own institutions</text><text start="36.64" dur="3.68">to create mappings about processes,</text><text start="40.32" dur="4.2">ongoing dialogue mechanisms, information flows.</text><text start="44.52" dur="4.36">So, these case studies, truly help the participants</text><text start="48.88" dur="3.12">feel immersed into their own context</text><text start="53.28" dur="2.8">and be able to actually apply their experience and</text><text start="56.08" dur="2.16">knowledge, practically,</text><text start="58.56" dur="2.4">to budget support in The Gambia.</text><text start="65.08" dur="2.6">The objective of these structured case studies is</text><text start="67.68" dur="1.44">to simplify the tasks.</text><text start="69.54" dur="2.48">So, the preparation was important, we&amp;#39;ve basically</text><text start="72.02" dur="3.5">dissected the country context,  the set-up context,</text><text start="75.7" dur="3.2">the budget support contracts in different</text><text start="78.9" dur="3.38">shorter tasks, so that the participants could</text><text start="82.68" dur="4.4">well work together on simple aspects,</text><text start="87.12" dur="2.88">and then, bit by bit,</text><text start="90.46" dur="1.78">or brick by brick rather,</text><text start="92.38" dur="5.46">lay up all of the structure, that they would require</text><text start="97.84" dur="2.46">to understand what budget support means,</text><text start="100.3" dur="2.4">how it&amp;#39;s applied in their country,</text><text start="102.84" dur="1.58">and what is their role</text><text start="104.56" dur="1.72">as national institutions in making it</text><text start="106.28" dur="3.32">a success to support their policy implementation.</text><text start="114.16" dur="3.76">In the end, the participants were very clear,</text><text start="117.92" dur="1.06">thanks to these cases,</text><text start="118.98" dur="2.2">that their country&amp;#39;s systems are</text><text start="121.18" dur="1.62">the heart of budget support,</text><text start="123.24" dur="4.4">and their contract implementation. And they were,</text><text start="127.8" dur="7.64">themselves, able to construct a framework</text><text start="135.44" dur="3.18">for coordinating their institutions, conversing</text><text start="138.62" dur="1.42">among the different institutions.</text><text start="140.16" dur="2">The line Ministries, the Parliament,</text><text start="142.16" dur="1.92">the Ministry of Finance, of course,</text><text start="144.44" dur="3.2">into preparing their strategic dialogue</text><text start="147.84" dur="1.68">with the Delegation.</text></transcript>
