<?xml version="1.0" encoding="utf-8" ?><transcript><text start="7.52" dur="11.9">The project STRENGTHEN was implemented over a period of 3 years since 2016.</text><text start="19.42" dur="3.88">It consisted of four components.</text><text start="23.3" dur="9.12">First, we collected data to address the lack of information on the impact of trade on employment.</text><text start="32.54" dur="6.06">We looked for studies available on the subject.</text><text start="38.78" dur="8.08">We conducted an assessment, comparing existing methodologies of the effects of trade on employment</text><text start="46.86" dur="6.2">at the national and at the international levels.</text><text start="53.06" dur="5.5">Another significant result of this project
is the issue of capacity building.</text><text start="58.72" dur="4.4">This is a sensitive and new subject.</text><text start="63.18" dur="7.32">National partners did not have the skills
to address this issue.</text><text start="70.5" dur="8.54">This project gave them the necessary skills, tools and resources to build capacities.</text><text start="79.14" dur="9.34">This was mainly done with top managers directly involved in monitoring employment and trade policies.</text><text start="88.7" dur="8.2">We have shared the results of the TRAVERA study with our partners and they have highly</text><text start="96.92" dur="1.36">appreciated it.</text><text start="98.3" dur="5.2">Through this study, we have analysed specific segments of the value chain.</text><text start="103.5" dur="5.84">We have seen that some of them are not
sufficiently interconnected  between each other and this is impacting on</text><text start="109.34" dur="3.94">job creation and on the quality of employment.</text><text start="113.3" dur="11.02">We shared with our partners a very interesting tool which helps to identify the right skills and contributes to the creation of jobs.</text><text start="124.46" dur="5.02">With this tool, we analysed the
automotive industry value chain to observe which</text><text start="129.48" dur="8.26">skills are currently available on the market
and which skills match the needs of the sector.</text><text start="137.74" dur="5.16">As part of the project, we focused on the
automotive sector.</text><text start="143.1" dur="3.84">It was a choice we had made with our partners.</text><text start="147.12" dur="10.5">The automotive industry in Morocco is a strategic one because it is currently the main exporter.</text><text start="157.62" dur="6.12">However, this industry has been hugely affected by competition and free trade agreements signed</text><text start="163.76" dur="2.88">recently by the country.</text><text start="166.8" dur="3.82">So, this industry has lost many jobs.</text><text start="170.72" dur="9.34">Checking the results of the automotive industry, we noted that there were specific segments</text><text start="180.18" dur="3.84">of the chain, as I said before, that are not
sufficiently connected to each other or to</text><text start="184.02" dur="2.58">the global chain.</text><text start="186.76" dur="6.24">For this reason, we rely on imported products.</text><text start="193.16" dur="4.6">Importing products from other countries means less employment created at the national level.</text><text start="197.76" dur="2.18">There are two reasons for creating fewer jobs.</text><text start="199.94" dur="2.52">One is the technological aspect,</text><text start="202.46" dur="3.04">and the second is capacity building.</text><text start="205.5" dur="6.72">The project has supported, I showed earlier, the automotive industry.</text><text start="212.22" dur="9.6">Especially the weak points identified earlier: the technological development, and digitalisation.</text><text start="221.82" dur="5.64">which will need further development, it will have to be taken into account in curricula</text><text start="227.46" dur="4.34">for the workers, who will enter this industry in the future.</text><text start="231.8" dur="5.08">Today&amp;#39;s skills do not match tomorrow’s jobs;</text><text start="236.88" dur="7">it is really necessary that we start to think about the future of work.</text><text start="243.88" dur="4.48">At the ILO level, we have started this process.</text><text start="248.36" dur="5.08">A report on the future of work 
was  published in 2017 and we are</text><text start="253.44" dur="6.22">currently supporting the Moroccan government to conduct a study on the future of work.</text><text start="259.66" dur="8.82">We also launched an analysis of the working conditions such as flexibility, partial work...</text><text start="268.48" dur="2.84">These are today&amp;#39;s challenges,</text><text start="271.32" dur="5.08">and we need to take them into account when planning development projects.</text></transcript>
