chairwoman deloro ranking member grangerchairwoman captor and ranking membersimpson thank you again for theopportunity to discuss my amendmentnumber two the win act signed into lawby president obama directed federalagencies to develop a new operationsplan of the central valley project andthe state water project this wasultimately completed in february 2020the resulting biological opinions whichwere developed based on the bestavailable science providing flexibilityand guidance to make the most efficientuse of california's water and avoid awaste of this precious resourceunfortunately the implementation of thisscience was immediately obstructedbipartisan motives before presidenttrump even signed the memorandumdirecting the new plans to move forwardthe state of california threatened suitagainst the conclusion of four years ofstudiesthese biological opinions wereindependently peer reviewed and informedby the most accurate and best availablesciencethe corresponding operations plans forthe central valley project the statewater project employs this science anddata to ensure greater water reliabilityand availability for communities andfarms across california while continuingto protect at-risk speciesthere is no reason this should be apartisan or political issuethe biological opinions are based onscience not political parties codifyingthese biological opinions puts an end tothe senseless litigation and willprovide farmers with certainty they needto continue feeding the world and ensurefamilies in california have access toclean and reliable watermy second amendment would establishthat this is the sense of this congressthat the 2019 biological opinions willdictate the operations of the centralvalley project and state water projectthe amendment also notes that congressfinds that the biological opinions from2008 and 2009 are outdated and use oldinaccurate science the 2019 biologicalopinions were warranted and shouldremain in placewe need to stop playing politics with aresource that the central valley is soreliant on the lack of reliable cleanwater in my district has become an issueof national securityhow are we how are our farmers supposedto grow food we all eat and provide toother countries if we provide themif we prevent them from being able toproduce their crops and support theirlivestockcongress has yet to receive anacceptable responseor any response really as to why thebureau reclamation reinitiatedconsultation the 2019 biologicalopinions this means they are essentiallystarting over without causedespite having just created the 2019biological opinions within the past fewyearssince the rereinitiation of consultation on thebiops does not appear warranted i alsoincluded language in this amendment towithhold funds from the actfor the purpose of reinitiation of theconsultation of the long-termoperation the central valley projectstate water project we deserve to knowwhy this process is even happening iappreciate the opportunity to discussthe importance of this amendment thankyou and i urge all my colleagues tosupport the best and more accuratescientific data available by supportingthis amendment and i yield back
