importance of this issue this</text><text start="8.24" dur="4.559">amendment addresses my amendment number</text><text start="10.48" dur="4.239">one would address water storage capacity</text><text start="12.799" dur="3.281">issues in the state of california we</text><text start="14.719" dur="3.761">desperately need to increase water</text><text start="16.08" dur="4.16">storage capacity and work to repair and</text><text start="18.48" dur="3.68">restore the existing storage</text><text start="20.24" dur="3.44">infrastructure we already have</text><text start="22.16" dur="4.32">the amendment would extend the storage</text><text start="23.68" dur="5.04">provision of subtitle j of the win act</text><text start="26.48" dur="3.84">through the end of 2023.</text><text start="28.72" dur="3.679">congress failed that extending the</text><text start="30.32" dur="4.72">subtitle j last year and let it expire</text><text start="32.399" dur="4.32">at the end of 2021 the extension would</text><text start="35.04" dur="3.519">allow an increase in water storage</text><text start="36.719" dur="3.761">projects that could benefit the users of</text><text start="38.559" dur="3.68">central valley project</text><text start="40.48" dur="3.919">and agriculture producers and local</text><text start="42.239" dur="4.241">communities in my district that my</text><text start="44.399" dur="3.68">community district relies on</text><text start="46.48" dur="4.16">although we are currently in the midst</text><text start="48.079" dur="5.281">of a devastating drought in california</text><text start="50.64" dur="5.2">it is imperative we prepare for the wet</text><text start="53.36" dur="5.359">years so we can so we&amp;#39;re not as bad off</text><text start="55.84" dur="4.96">in the next drought it is difficult to</text><text start="58.719" dur="3.761">accept that we could have done more to</text><text start="60.8" dur="3.359">prevent experiencing the severity of the</text><text start="62.48" dur="3.679">current drought</text><text start="64.159" dur="4">while we cannot prevent droughts from</text><text start="66.159" dur="3.921">happening we must act now so that we can</text><text start="68.159" dur="4.561">prevent this from happening again in the</text><text start="70.08" dur="4.24">future the fertile farmlands of the</text><text start="72.72" dur="3.759">central valley</text><text start="74.32" dur="3.52">of california depend on water contracted</text><text start="76.479" dur="3.441">to the central valley project in the</text><text start="77.84" dur="4.56">state water project and delivered</text><text start="79.92" dur="4.879">largely by way of canals after dealing</text><text start="82.4" dur="4.88">with years of drought and inadequate</text><text start="84.799" dur="4.801">water storage farmers have had to turn</text><text start="87.28" dur="4.4">to pumping groundwater to protect their</text><text start="89.6" dur="3.28">crops and towns</text><text start="91.68" dur="3.36">have been forced</text><text start="92.88" dur="3.44">more groundwater to meet their needs as</text><text start="95.04" dur="2.96">a result these communities have</text><text start="96.32" dur="4">experienced land subsidence at the</text><text start="98" dur="4.64">expense of critical water infrastructure</text><text start="100.32" dur="4.32">in the past decade and a half land in my</text><text start="102.64" dur="4.32">district has sunken eleven and a half</text><text start="104.64" dur="4.56">feet contributing to significant damage</text><text start="106.96" dur="4.159">to the fryant current canal the delta</text><text start="109.2" dur="3.84">mendota canal and the california</text><text start="111.119" dur="4.081">aqueduct the california aqueduct is the</text><text start="113.04" dur="4.96">water that supplies water to southern</text><text start="115.2" dur="4.64">california beyond the grapevine tour</text><text start="118" dur="3.92">quite a few people the majority of the</text><text start="119.84" dur="4.16">population actually lives</text><text start="121.92" dur="4.4">damage caused by land subsidence has</text><text start="124" dur="4.479">significantly reduced the carrying</text><text start="126.32" dur="4.48">capacity of these canals which means</text><text start="128.479" dur="3.921">obligations are unable to be fully met</text><text start="130.8" dur="2.96">and communities are compelled to pump</text><text start="132.4" dur="3.36">more groundwater</text><text start="133.76" dur="4.24">in an effort to address this issue my</text><text start="135.76" dur="4.4">amendment number one would also create a</text><text start="138" dur="4">program to assist in funding the repairs</text><text start="140.16" dur="4.24">to damaged canal infrastructure</text><text start="142" dur="4.08">facilities unless these canals are</text><text start="144.4" dur="4">completely restored the issue of</text><text start="146.08" dur="4.4">subsidence and resulting unnecessary</text><text start="148.4" dur="4.24">water loss will continue and conditions</text><text start="150.48" dur="4.32">will worsen i appreciate the opportunity</text><text start="152.64" dur="4.08">to discuss this important</text><text start="154.8" dur="3.2">of this
