Gov. Chris Gregoire on May 13, 2009 signed Engrossed Substitute House Bill 2211 in Aberdeen. The legislation authorizes tolling on SR 520, which will provide funding to begin building the pontoon construction site in Grays Harbor next year. Pontoon construction is expected to support or create more than 2,000 jobs.
Legislative budget writers believe the projects included in this budget will support or create an estimated 49,000 jobs.

On May 9, 2009 crews installed new 40-ton expansion joints in the I-90 floating bridge express lanes. The large steel joints help the bridge flex with the weather, water and traffic.
