Me, completing all objectives in under two minutes, and then performing a 99,999 point trick.
This Skateboarding mode is a bonus in the PS2 version of Metal Gear Solid 2: Substance. If you're playing "Sons of Liberty" instead of "Substance," or you're playing the Xbox version of Substance and not the PS2 version, that's why you haven't seen it. Any further comments asking about how to "unlock" this game will be deleted.
