@PlanetPetsTV You're right, the problem is not the dog. The problem is the irresponsible owner who would leave their dog outside all day to scream into his neighbor's home. If you're going to have a dog, get him trained! Teach him that barking is not necessary unless there is danger. Otherwise, your dog is just a nuisance, and you should be fined, big time, for disturbing your neighbor's home with no regard to the stress you are causing others.
