It is called "Wonder Under" by Pellon.  It is sold in fabric stores or you can purchase it online. Just do a google search on wonder under.

The adhesive should have been ironed to the fabric first so the shape would only have to be cut once and the shapes would match exactly,

The "adhesive" is 1st rough cut close to the trace lines. Once it is ironed onto the fabric, you cut along the trace line. Since it the "adhesive" is now fused to the fabric, they have become one and do "match exactly".
