Apparently they were supposed to go to Osaka to meet the audience but a typhoon made it impossible. So he's calling so that audience can hear him.He says "I wanted to go naked today but I will not be able to show you, it's too bad" and then he makes everyone say "Stupid typhoon" :D

he was talking to the fans who were waiting for them at a press conference of sth like that at Osaka....he was blamingthe typhoon that delays/cancel their airplane so they were not able to attend the press conference on time (he actually said that he was about to come naked with nipples LOL!! but because of typhoon he wasn't able to do so) so he told them to blame the typhoon for this...then he told them to shout together with him "TYPHOON NO BAKAYARO!"
