No international dub has ever included the next episode previews because Toei did not give them the separate BGM or audio. That's why they weren't included in the US DVD release.

I don't like very much "Moon Princess", but in Hebrew it sounds lovely...
Btw. I think it's the first dubbed version of this ending. Israel - be proud :)

Actually Israel shouldn't dub it either,
Because "Sailor Moon" creators send to the dubbing studios an English translation only for the first Ending.
But in Israel, my friend contacted with the dub director and asked her if she needs help (he saw the whole Japanese seasons).
This guy checked the scripts and fixed mistakes.
Also, he have gave the director English translations for the ending/opening songs that weren't translated.
That's how Israel got all the songs dubbed :).

Is this why Tsukini Kawatte Oshikiyo was left instrumental in episode 21? Will all songs be dubbed now? Is there a reason why the episode previewes aren't included?

Umm.. I don't really know why the song of episode 21 was left instrumental..
Maybe cuz it just have few lines and it's unnecessary..
And why do you think that the episode previews aren't included?
After the opening there's episode preview and Usagi's introduction.
And I don't know if all of the songs will be dubbed.. I think that yes because
there's no reason that they won't be dubbed.
