Millionaires like Campbell pay an effective tax rate of 16% (capital gains) and virtually no payroll tax. "Little people" pay a rate of around 35% income tax plus another 6% payroll tax. So, it's really no surprise when millionaires say "I don't want to raise ANYBODY'S taxes!"
And, given the fact that most of the Reps and virtually ALL of the Senators are millionaires, it's really no surprise that they never DO raise them. Just cut them. Especially capital gains.

Weak, weak, weak-sauce! From the first that the "Bush era tax cuts" were first challenged, Rs have been re-phrasing each proposal at ending them (as they were DESIGNED to end, BTW), or re-adjusting them as "raising taxes"... to mean across the board... which no one is proposing.
Extra credit: If those GETTING those prejudicially low rates are, indeed, "job-creators," then (let's say it together): WHERE ARE THE JOBS?!?!?
