Hes reading the terms of ROE like its common knowledge to all american soldiers which would be nice if we informed all them like that but from what I've read in Winter Soldiers they arn't all informed of the ROE. That video wikileaks video just proves it.

Except that he lies when he says that's not the American way of doing business. I've seen other videos where this language and murdering attitude is exactly the norm!
American soldiers are murderers. And if the American people don't put them in trial for murder then Americans will be found guilty in the eyes of the world, and specifically the civilized world, including Europe.
