I looked and could not find any story by the AP on that subject, I did find Baldwin's questions and it mentions nothing about any drill in progress.

Paktribune is the ONLY paper I found that ran the story.

There were reports of people who thought it was a drill, until the realized it was real. That is probably how the rumor got started.
