The grab and spin is going to come in Fall Fair 2011(The Fair). If you want proof, check out the trailer posted by Happy77. There is grab and spin in the end at Dock. But, however the glitch might be removed.

Grab & Spin is only in the 2007 & 2008 Fair, it got removed in the middle of the party in 2008 because of cheating. It's on the Club Penguin Wiki
