Rockchip Vice-President Chen Feng presents their new single-core ARM Cortex-A9 SoC for cheaper, faster, lower power consuming tablets! They call it the Single-core Terminator. They simplify to lower the cost of the SoC thus of the entry-level ARM Powered device all the while improving the performance to provide for better entry-levels tablets.

I just got a tablet with RK2928 chipset a few days ago, I can confirm that it has a Mail-400 GPU, Antutu benchmark identified it as a Mali-400 , and I did a little poking around in the system partition while rooting it and found several references to Mali-400 in the configuration files.... I have no way of knowing how many cores Mail-400 it has, but if I had to guess, I'd say 1 core, it scores similarly in Antutu 2d/3d as another Mali-400 device i have which i believe is single core(Amlogic m3).
