you do realize servers are now forced to 66 tick, so 25k/66/66 are the only rates in use now

@Keloran Yes they are. However there is a plugin called tickrate_enabler that allows server owners to make their servers any tickrate they want again.

With this update, some players have new death animations. if you kill someone, he lays down and surrenders... this f*cking sucks... not all players have this, but most of the people i know, including me, have this.

lower your graphics/resolution or buy a better PC

If you got a Dual/Quadcore CPU, you might want to put multicore rendering to on, while putting AA to 0 by default. Also new is the "Very High" texture setting, which you might want to put to High or lower if you got fps issues. Don't know if this also applies to CS:S, only know that for TF2, but setting your shaders to low can increase your fps without you noticing any real graphical changes.

I'm pretty sure the max for rate is 30000. Check Whisper's Counter Strike wiki.
