I like windows movie maker but I just use it to get footage from my dazzle dvc.
it's a nice editor for those who just want to do some very basic editing but for the more hardcore I say get pinnacle studio, sony vegas, or if you have a mac final cut.

Can you like record from a web cam and then straight away put it into windows movie maker and then put a voice over it. Like what a make up guru would do ???
Also when you are making the George Bush pic bigger at the bottom does that mean it stays n the screen longer or the actual pic longer ??

yes. Just click on "view video effects" on the centre left of the screen. Then find the effect "slow down" and drag it onto the clip that you want to slow down ;)
