No, you have to walk everywhere on foot or use fast travel.

I pufer the town 500 caps is not even that much I can make that in 10-20 minutes on my guy. Plus I can go into megaton sometimes to grab supplies or save the game ,and slaughter the town for fun ,and reload then leave : )
