any editing program should be able to do it, final cut, premiere even imovie and quicktime pro.

what type of camera do you need to do light trails?

you can do this with any camera that you can control manually, such as a digital SLR camera, this was shot on a Canon EOS D1s MK II but it doesn't have to be that expensive a camera, could be the Rebel, the Nikon D40 or any other fairly decent SLR camera (could even do it on an old film camera, but then you don't know your results until you develop the film). Have fun.
