The fact that 19 did NOT have a clause releasing those Prisoners of the War on Drugs was just one reason that 19 was so poorly written that it had to be voted down. It was not what it would do to the big growers, but what it would have done to the local clinics and home grower. It was written to benefit the author, a major canna merchant in Alameda County. In very conservative SoCal, it put the power to close or tax out of business local clinics which would limit access to patients in need.

When I was a kid I had a WAY easier time getting my hands on weed than beer. Marijuana prohibition hasn't put a dent in the production, distribution and use of the stuff.
