They never got it..........THe problem, wasn't in the North. You cant sell a corrupt stinky govt. to the ppl. of the south and tell them this is a good way for you to be ruled. They could've and should've worked more and hard on the morale of the south. A campaign of attraction rather than promotion....the money they spent bombing could've been used for building......heck, even commies from the North might've defected...and I dont mean all out decadence-just plain decency.
