They use the bullhooks to help the elephants to center thier attention toward the keeper, otherwise the elephants might not understand what the keeper wants them to do. They do not poke the elephant with the sharp end of the hook. They use it also for giedence to make sure the elephant goes where they want them to go.

I don't think the hooks were for the elephants...they were pushing stacks of hay around with them...
