i can complete this mission with complete stealth. in infrastructure my username is sneaky 1998. 1 tip to do the first part with stealth, is to 1st to throw a grenade at the little vent in the ground when you go up the stairs in the beginning. Then, put your IR goggles you will see the guards looking where the explosion in vent. They will be puzzled. One of them will go in the vent. Then, just when he is in the vent, open the door to your left and throw the grenade but open the door quietly.
