Sometimes depending on how many passenger are missing they wait. On two occasions (P&O Ventura and Ruby Princess) a coach load of passengers didn't make it back on time so the ship waited, in the end we left 45 minutes late and 55 minutes late respectively. Saying that though, maybe it depends upon the captain.

When you leave the ship they scan your ID card and when you come back in. Regardless you are required to be back on time.

When you got out of the taxi and saw a- how long the pier was and b- how long you had left, you would just turn around and go home again.
