Did you consider a Title 42 Section 1983 Federal lawsuit? That secion of the law is to protect your civil rights from non-Federal officials, for example, if a local interferes with your Constituional First Amendment rights, this is the Federal law you sue under. You don't have to wait to file, and likely, if you are in the right as far as Federal Bill of Rights goes, just filing the lawsuit will make them drop the charges, or start negotiating to try to extricate themselves.
