What a rare find!
This a juvenile California Clapper Rail (Rallus longirostris obsoletus), a subspieces of the Clapper Rail. It can usually be found in the Monterey, Morro, or the San Francisco Bay. Caused by habitat loss of it's native marshlands, this is an endangered subspecies of the Rail. Anywhere from 1000 to 3000 of these birds live in the San Francisco Bay area, making this the greatest population of Califirnia Clapper Rails in North America.
It was filmed at Heron's Head Park, darting in and out of pickleweed.
